WATTS BAR - 95001 SUPPLEMENTAL INSPECTION SUPPLEMENTAL REPORT 05000390/2024440 AND 05000391/2024440 AND FOLLOW-UP ASSESSMENT LETTER

Dear James Barstow:

On June 13, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed a supplemental inspection and discussed the results of this inspection and the implementation of your corrective actions with Chris Reneau and other members of your staff.

On March 21, 2024, you informed the NRC that your station was ready for the supplemental inspection.

The NRC determined that your staffs evaluation identified the cause of the Greater-than-Green finding documented in Watts Bar Nuclear Plant-Final Significance Determination For A Security-Related Greater Than Green Finding, Nov, And Assessment Follow-up, 05000390-2023441 And 05000391-2023441 (Agencywide Documents Access and Management System (ADAMS),

Accession Number ML23334A248 (public); ML23352A395 (non-public)). We determined that the root cause evaluation was documented at a sufficient level of detail, included relevant operating experience, and identified the root causes, extent of conditions, and extent of causes of the performance issue. Based on the results of the inspection, the inspectors concluded the objectives of the inspection procedure were met.

The NRC determined that completed or planned corrective actions were sufficient to address the performance issue that led to the Greater-than-Green Finding. The finding is considered closed and will no longer be considered an Action Matrix item as of June 13, 2024. Based on the results of this inspection and our Action Matrix assessment, the NRC has determined that Watts Bar Unit 1 has transitioned to the Licensee Response Column (Column 1) of the Action Matrix on June 13, 2024, and Watts Bar Unit 2 will remain in Regulatory Response Column (Column 2) of the Action Matrix based upon a White Performance Indicator input associated with the number of Unplanned Scrams per 7000 Critical Hours as documented in Assessment Follow-up Letter for Watts Bar Nuclear Plant, Unit 2 - Report 05000391/2024007 (ADAMS Accession Number ML24116A276) dated April 30, 2024.

One finding of very low security significance (Green) is documented in this report. This finding involved a violation of NRC requirements. We are treating this violation as a non-cited violation (NCV) consistent with Section 2.3.2 of the Enforcement Policy.

If you contest the violation or the significance or severity of the violation documented in this inspection report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region II; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC Resident Inspector at Watts Bar.

The following cross cutting aspect was assigned to the finding using Inspection Manual Chapter 0310, Aspects Within Cross Cutting Areas, H.11 Challenge the Unknown.

If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1).
