Dear Mr. Segner:
The purpose of this letter is to provide proprietary and non-proprietary versions of documents that were previously submitted to the NRC on the Limerick docket to support the PPS Upgrade LAR.
The documents do not contain any technical changes from the versions that were previously submitted; only the proprietary redactions were updated. Please note, during the preparation of EQ-QR-433-GLIM, it was discovered that Figure 2.2-1 was erroneously deleted from Revision 2 to Revision 3. Therefore, Revision 4 was created to add the figure back, and it will be provided in this submittal.

Term Definition Class 1E The safety classification of electric equipment and systems that are essential to emergency reactor shutdown, containment isolation, reactor core cooling and containment and reactor heat removal that are otherwise essential in preventing significant release of radioactive material to the environment.
Damping An energy dissipation mechanism that reduces the amplification and broadens the vibratory response in the region of response. Damping is usually expressed as a percentage of critical damping. Critical damping is defined as the least amount of viscous damping that causes a single-degree-of-freedom-system to return to its original position without oscillation after initial disturbance.
Design Basis Accident (DBA) Those plant conditions resulting from various postulated equipment and piping failures during which safety-related equipment shall operate without impairment of the safety-related function in a harsh environment. A design basis accident is a subset of a design basis event.
Design Basis Event (DBE)
Any of the events specified in the stations safety analysis that are used to establish the acceptable performance for safety functions: events include anticipated transients, design basis accidents, external events, and natural phenomena.
Electromagnetic The ability of an equipment or system to function satisfactorily Compatibility (EMC) in its electromagnetic environment without introducing intolerable electromagnetic disturbances to anything in that environment.
Electromagnetic Electromagnetic disturbance which manifests itself in performance Interference (EMI) degradation, malfunction, or failure of electrical or electronic equipment.
Electrostatic Discharge (ESD) Refers to static electricity discharge.
Floor Acceleration The acceleration of a particular building floor (or equipment mounting) resulting from the motion of a given earthquake. The maximum floor acceleration is the zero period acceleration of the floor response spectrum.

Term Definitions Functionality Ability of an active component or equipment to perform the mechanical and electrical motion required to fulfill its specified function when subjected to the prescribed service conditions.
Harsh Environment An environment expected as a result of the postulated service conditions appropriate for the design basis and post-design basis accidents of the station.
Maintenance Work performed on an item to keep it operable or restore it to operable condition.
Mild Environment An environment expected as a result of normal service conditions and extremes (abnormal) in-service conditions where seismic is the only design basis event of consequence.
Natural Frequency The frequency(s), at which body vibrates due to its own physical characteristics (mass and stiffness) when the body is distorted in a specific direction and then released.
Non-Safety Related Equipment that is not relied upon to perform a nuclear safety function.
Non-Seismic Category Non-Seismic Category applies to systems and components that are not designed for seismic loads. The anchorage of non-seismic systems and components shall be designed, using acceptance criteria for commercial structures, for equivalent static horizontal accelerations applied at the center of mass of the system or component.
Octave A frequency ratio of 2 to 1. One decade equals 3.32 octaves.
Operating Basis Earthquake An earthquake that could reasonably be expected to occur at the plant (OBE) site during the operating life of the plant considering the regional and local geology and seismology and specific characteristics of local subsurface material. It is that earthquake that produces the vibratory ground motion for which those features of nuclear power plant, necessary for continued operation without undue risk to the health and safety of the public, are designed to remain functional.
Power Spectral Density (PSD) The mean squared amplitude per unit frequency of a waveform. PSD is expressed in g2/Hz versus frequency for acceleration waveforms.

Term Definitions Qualification The generation and maintenance of evidence to demonstrate that the equipment shall operate on demand to meet the system performance requirements.
Qualified Life The period of time prior to the start of a design basis event for which the equipment was demonstrated to meet the design requirements for the specified service conditions. The determination of qualified life shall consider potential aging mechanisms resulting from significant in-service thermal, radiation, and vibration sources and the effects of operational cycling (mechanical, electrical or both).
Required Response Spectrum The response spectrum issued by the user or agent as part of the (RRS) equipment specifications for seismic qualification purposes. The RRS is a plot of acceleration versus frequency describing the energy content of the earthquake time history. The RRS constitutes a requirement to be met during qualification activities.
Resonant Frequency A frequency at which a response peak occurs in a system subjected to forced vibration. This frequency is accompanied by a phase shift of response relative to the excitation.
Response Spectrum A plot of the maximum response, as a function of oscillator frequency, of an array of single-degree-of-freedom damped oscillators subjected to the same base excitation.
Safe Shutdown Earthquake An earthquake that is based on an evaluation of the maximum earthquake (SSE) potential considering the regional and local geology and seismology and specific characteristic of local subsurface materials. It is that earthquake that produces the maximum vibratory ground motion for which certain structures, systems, and components are designed to remain functional.
These structures are those defined as safety-related.
Safety Function One of the processes or conditions (e.g., emergency negative insertion, post-accident heat removal, emergency core cooling, and post-accident radioactivity removal and containment isolation) essential to maintain plant parameters within acceptable limits established for a design basis event.

Term Definitions Safety-Related Equipment that is relied upon to remain functional during and following design basis event to ensure the integrity of the reactor coolant pressure boundary; the capability to shut down the reactor and maintain it in a safe shutdown condition; and, the capability to prevent or mitigate the consequences of accidents that could result in potential off-site exposures comparable to the 10CFR Part 50.34 or 100.11 guidelines.
Seismic Category I A classification of structures, systems and components that shall be designed to withstand the effects of the SSE and maintain the specified design function and integrity.
Seismic Category II Non-safety-related equipment whose continued function is not required but whose failure could reduce the functioning of adjacent safety-related Seismic Category I equipment to an unacceptable level. This equipment shall be designed to withstand the effects of the SSE and maintain its structural integrity so that such failure shall not occur.
Service Conditions Environmental, loading, power and signal conditions expected as a result of normal operating requirements, expected extremes (abnormal) in operating requirements and postulated conditions appropriate for the design basis events of the plant.
Structural Integrity A condition describing an assembly or grouping of equipment relative to their ability to carry applicable loads within the limits of acceptable structural behavior.
Test Response Spectrum The response spectrum that is developed from the actual time history of (TRS) motion of the shake table.
Zero Period Acceleration The acceleration level of high frequency, non-amplified portion of the (ZPA) response spectrum. This acceleration corresponds to the maximum peak acceleration of the time history used to derive the response spectrum.

Limerick Units 1 and 2 Comparison of Equipment Qualification Hardware Testing for Common Q Applications to Limerick Requirements EQ-EV-386-GLIM-NP, Rev. 2 1-1 Westinghouse Non-Proprietary Class 3 SECTION 1 INTRODUCTION Limerick PPS upgrade is implemented using previously qualified Common Q platform and other qualified equipment. An interim evaluation, prior to completion of formal plant specific qualification is documented in this report. The intent of this evaluation is to establish a confidence level that the previously qualified equipment is within the Constellation specification NE-402 (Reference 1) requirements for the Plant Protection System (PPS) digital modernization project. This evaluation does not address site specific PPS hardware configuration or installation requirements. The equipment being provided to Limerick Generating Station Units 1 and 2 for the PPS digital modernization project is identified by Westinghouse drawing 10172D13 (Reference 2).
The basic objectives for qualification of safety-related equipment are:
To reduce the potential for common mode failure due to environmental effects.
To demonstrate that the safety-related equipment is capable of performing its designated safety function during and after a Design Basis Event (DBE).
The seismic, environmental, and Electromagnetic Compatibility (EMC) qualification of the safety-related Common Q equipment documented by WCAP-16097-P-A (Reference 3) and WCAP-17415-P (Reference 4) is based on a combination of test and analysis.
The Equipment Qualification (EQ) strategy and plan for the PPS digital modernization project is documented by EQ-MR-13-GLIM (Reference 5). Section 2.3 of EQ-MR-13-GLIM (Reference 5) discusses that the goals of this EQ comparison to the previously qualified equipment are to show that the existing qualification can envelop the Limerick requirements. Additional/Subsequent analyses will be performed to ensure that the previous qualification is applicable for the PPS at Limerick Units 1&2.

When the equipment in installed in a mild environment where no significant aging mechanism exist, a design life is specified in lieu of a qualified life and the equipment reliability is managed through maintenance and surveillance activities.

Reference 15 includes comparisons of MIL-STD-461E, MIL-STD-461F, and MIL-STD-461G military standards. The review concluded that MIL-STD-461F had no change of significance from the MIL-STD-461E test methods; most of the changes were refinements to improve test outcomes. Similarly, the review concluded that MIL-STD-461G had no change of significance from the MIL-STD-461F or MIL-STD-461E test methods. SUMMARY
A qualification program is in process to demonstrate that the PPS equipment to be supplied by Westinghouse Electric Company will be qualified for use at Limerick in accordance with Constellation specification NE-402 (Reference 1).
The seismic, environmental and EMC assessments discussed in Section 3 provide platform confidence that the existing qualification of representative Common Q equipment is also compliant with the Limerick requirements.
The qualification assessment discussed in Section 3.1 demonstrate that the previous seismic qualification of the Common Q platform envelops the Limerick requirements identified in Section 2.2; however, additional analysis and testing are required before seismic qualification can be justified in order to reconcile any differences between the previous test configurations and the Limerick configuration.
The qualification assessment discussed in Section 3.2 demonstrate that the Common Q platform is designed to continuously operate across the required temperature/humidity ranges for Limerick as specified in Section 2.2. However, additional analysis and testing are required before environmental qualification can be completed in order to reconcile any differences between the previous test configurations and the Limerick configuration. Specifically, all new (active) components will be environmentally evaluated and type tested similar to Common Q platform equipment to confirm the adequacy of the design.
The evaluations provided in Section 3.3 identify the differences between the various test methods and standards. EMC compliance of the safety-related equipment will be confirmed for the Limerick PPS upgrade by performing fully configured representative cabinet type-testing in compliance with the requirements identified in NE-402 (Reference 1).
Site specific installation of the equipment as well as seismic, environmental and EMC qualification of all safety-related equipment being provided by Westinghouse will be addressed in the plant specific PPS equipment qualification summary report for Limerick.

Operating Basis Earthquake An earthquake that could reasonably be expected to occur at the plant (OBE) during the operating life of the plant considering the regional and local geology and seismology and specific characteristics of local subsurface material. It is that earthquake that produces the vibratory ground motion for which those features of the Nuclear Power plant, necessary for continued operation without undue risk to the health and safety of the public, are designed to remain functional. (For seismic qualification, five seismic events equal to one-half the Safe Shutdown Earthquake (SSE) are applied)
Qualification The generation and maintenance of evidence to ensure that the equipment will operate on demand to meet the system performance requirements.

Term Definition Radio Frequency Interference RFI is used interchangeably with EMI. EMI includes the entire (RFI) electromagnetic spectrum; RFI is more restricted to the radio-frequency band, generally considered to be between 10 kHz and 10 GHz.
Required Response Spectrum The response spectrum issued by the user or agent as part of the (RRS) equipment specification for seismic qualification purposes. The RRS is a plot of the acceleration versus frequency describing the energy content of the earthquake time history. The RRS constitutes the requirement to be met during qualification activities.
Response Spectrum A plot of the maximum response, as a function of oscillator frequency, of any array of single-degree-of-freedom damped oscillators subjected to the same base excitation.
Safe Shutdown Earthquake An earthquake that is based upon an evaluation of the maximum (SSE) earthquake potential considering the regional and local geology and seismology and specific characteristic of local subsurface material. It is the earthquake that produces the maximum vibratory ground motion for which certain structures, systems and components are designed to remain functional. These structures, systems and components are those necessary to ensure the integrity of the reactor coolant pressure boundary; the capability to shut down the reactor and maintain it in a safe shutdown condition; and the capability to prevent or mitigate the consequences of accidents that could result in potential off-site exposures comparable to the 10 CFR Part 100 guidelines.
Safety-Related Equipment that is relied upon to remain functional during and following design basis event to ensure the integrity of the reactor coolant pressure boundary; the capability to shut down the reactor and maintain it in a safe condition; and the capability to prevent or mitigate consequences of accidents that could result in potential off-site exposures comparable to the 10 CFR Part 50.34 guidelines.
Seismic Category I A classification of structures, systems and components that shall be designed to withstand the effects of a SSE and maintain the specified design function and integrity.
Seismic Category II Non-safety related equipment whose function is not required but whose failure could reduce the functioning of adjacent safety-related Seismic Category I equipment to an unacceptable level. This equipment shall be designed to withstand the effects of a SSE and maintain its structural integrity so that such failure shall not occur.

This document describes the seismic, environmental, and EMC qualification for the PPS. The PPS equipment is identified in the Limerick Units 1 & 2 Equipment Qualification Strategy and Plan EQ-MR-13-GLIM (Reference 3) as:
Safety Class: 1E Seismic Category: I Environment: Mild The method of qualification employed for the PPS is a combination of test and analysis.
The process to perform the EQ of the PPS is summarized as follows:
The list of equipment (components and sub-assemblies) to be used in the PPS was identified.
A preliminary evaluation was performed on the major components to determine if any previous qualifications could be applied for the PPS. Additional (new) testing was identified.
Representative test specimens were designed to qualify the PPS cabinets and MCR components.
These specimens were constructed in a manner consistent with the production equipment and the test software was developed in the same manner as the production software.
EQ testing was performed.
The EQ test specimen hardware was reconciled with the as-built production PPS hardware for Unit 1 and Unit 2. (Open Item OI-EQ-23-002).

Qualification Summary Report for Constellation Energy the Plant Protection System Upgrade for Limerick Units 1 & 2 EQ-QR-433-GLIM-NP, Rev. 4 2-1 Westinghouse Non-Proprietary Class 3 Template Version 1.9 SECTION 2 EQUIPMENT TO BE QUALIFIED 2.1 EQUIPMENT DESCRIPTION 2.1.1 Equipment Identification The PPS performs the necessary safety-related signal acquisition, calculations, setpoint comparison, coincidence logic, Reactor Protection System (RPS)/Nuclear Steam Supply Shutoff System (NSSSS)/Emergency Core Cooling System (ECCS) actuation functions, and component control functions to achieve and maintain the plant in a safe shutdown condition. ECCS also includes the Reactor Core Isolation Cooling (RCIC) functions. The PPS contains maintenance and test functions to verify proper operation of the system. The PPS is also responsible for meeting Class 1E post-accident monitoring and display requirements.
The PPS consists of four redundant divisions, designated 1, 2, 3, and 4. Redundant divisions are provided to satisfy single failure criteria and improve plant availability. Interdivisional communication is accomplished through optically coupled unidirectional datalinks that maintain independence and prevent fault propagation across divisions. For intra-divisional communication, each division utilizes a separate data bus to prevent propagation of failures across divisions and to enhance availability.

]a,c The following EMC performance criteria are defined by the industry standards:
Performance Criterion A:
The equipment shall continue to operate as intended during and after the test. No degradation of performance or loss of function is allowed below a performance level specified by the manufacturer, when the equipment is used as intended. If the performance level is not specified by the manufacturer, this may be derived from the product description and documentation and what the user may reasonably expect from the equipment if used as intended.
Performance Criterion B:
The equipment shall continue to operate as intended after the test. No degradation of performance or loss of function is allowed below a performance level specified by the manufacturer, when the EUT is used as intended. The performance level may be replaced by a permissible loss of performance. However, during the test degradation of performance is allowed but no change of actual operating state or stored data is allowed. If the minimum performance level or the permissible performance loss is not specified by the manufacturer, either of these may be derived from the product description and documentation and what the user may reasonably expect from the equipment if used as intended.
Performance Criterion C:

AND CONCLUSIONS
6.1 CONCLUSION
S An equipment qualification program was performed to demonstrate that the PPS equipment is qualified for use at Limerick Units 1 & 2. The equipment was qualified as Class 1E, and it was proven that it will perform its safety related functions during and after design basis events and in postulated abnormal environments. The equipment was shown to be immune to electromagnetic disturbances and to not produce excessive electromagnetic emissions in accordance with the industry testing standards and regulatory guidance for EMC qualification.
Seismic qualification was performed in accordance with U.S. NRC Regulatory Guide 1.100 (Reference 8) and IEEE Std 344-1987 (Reference 7). This meets the technical requirements of IEEE Std 344-1975 (Reference 6).
Environmental qualification was performed in accordance with IEEE Std 323-1974 (Reference 12) as endorsed by U.S. NRC Regulatory Guide 1.89 (Reference 13) and clarified by IEEE Std 323-1983 (Reference 14)
EMC qualification was performed in accordance with U.S NRC Regulatory Guide 1.180 (Reference 16) and EPRI Topical Report TR-102323 (Reference 15). While some of the EPRI test limits were not met, it was shown that sufficient margin exists to provide reasonable assurance that the equipment will perform as designed within the expected EMC environment.
The qualification testing identified in Section 3 for the PPS along with the supportive analyses identified in Section 4 demonstrate seismic qualification to the Limerick Units 1 & 2 requirements.
Based on the discussions above, it is concluded that the Limerick Units 1 & 2 PPS equipment meets the plant-specific EQ requirements as defined in Performance Specification NE-402 (Reference 2), LS-0192 (Reference 10), and A1656919 (Reference 11). The installation restrictions and limitations associated with this qualification are discussed in Section 5.1.
Closure of all open items identified in this report is required before the PPS equipment can be used in Limerick Units 1&2.

INTRODUCTION 1.1 PURPOSE The purpose of this document is to provide a roadmap to the documentation that fulfills the inspections, tests, analyses and acceptance criteria (ITAAC) for PMS ITAAC 2.5.02.14.
1.2 SCOPE Sections 2 through 6 of this report covers the Component Interface Module - Safety Remote Node Controller (CIM-SRNC) Subsystem lifecycle processes used to support the design requirements phase, system definition phase, hardware and software development phase, system integration and test phase, and installation phase. Appendix B of this report addresses implementation of the processes utilized during the design requirements phase, system definition phase, hardware and software development phase, system integration and test phase, and installation phase. This appendix summarizes previous inspections performed on the CIM implementation documents throughout the lifecycle process to ensure that the lifecycle processes were adequately followed, and ensures that the IV&V phase summary report was produced indicating that the IV&V tasks were completed.

]a,c 1.3 OVERVIEW OF CIM DESIGN PROCESSES This report describes the process used for the development of the Component Interface Module (CIM) -
Safety Remote Node Controller (CIM-SRNC) subsystem. The CIM-SRNC subsystem consists of standard components used within the Protection and Safety Monitoring System (PMS). A standard component is a component available for use by any project, and is not limited to AP1000 projects. The components include: CIM, SRNC, CIM base plate, SRNC base plate, single-width transition panel, double-width transition panel, and branch terminating device. Two of the components - the CIM and the SRNC - are based on field programmable gate array (FPGA) technology. The CIM-SRNC subsystem provides the interface to control Class 1E components and several non-class 1E components. It can receive inputs from PMS, the Plant Control System (PLS), and local controls on the CIM module. The CIM uses a priority-based logic to determine which input to act upon. The SRNC provides the communication interface to PMS for the CIM-SRNC subsystem. The CIM-SRNC subsystem is developed using a planned design process which provides for specific design documentation and reviews.
