U.S. Nuclear Regulatory Commission Public Meeting Summary May 21, 2024

Title:

ADAMS Public Search Public Meeting Meeting Identifier: 20240661 Date of Meeting: May 21, 2024, 1:00 pm - 2:30 pm (EST)

Location: Teleconference (via Microsoft Teams)

Type of Meeting: This was a virtual Comment-Gathering Meeting. The U.S. Nuclear Regulatory Commission (NRC) staff met directly with individuals to receive comments, views, and concerns from participants on the existing Web-Based ADAMS application.

Purpose of the Meeting(s): The purpose of this meeting is to gain thoughts on how the existing Web-Based ADAMS (WBA) application is working for the public and potential ideas/feedback on future search capabilities. The NRC will consider the input and feedback to help develop a modern application that will be called the Agencywide Documents Access and Management System (ADAMS) Public Search.

General Details:

o An NRC staff member facilitated the meeting.

o Microsoft Teams was used for the teleconference and a Microsoft PowerPoint presentation was displayed during the teleconference.

o 43 NRC staff members were in attendance.

o 75 public participants were in attendance, 13 of which made comments or asked questions.

o The meeting began at approximately 1:00 pm EST and concluded at approximately 1:50 pm EST.

Summary of Presentations: Following introductions of select NRC staff from the Office of the Chief Information Officer, NRC staff presented a brief slideshow. The slideshow covered some of the known challenges with the current WBA application and information about the future state of the ADAMS Public Search application. Screenshots of the WBA application and conceptual mock-ups of the ADAMS Public Search application were presented. A slideshow presentation was shared and can be viewed in ADAMS at ML24169A453. The following questions were then presented to the participants, variations of which had been provided in advance within the public meeting announcement (ML24134A061) :

1. When visiting Web-Based ADAMS what information are you seeking and what questions are you looking to answer?
2. What features and/or functionality would you like to see in the new modern ADAMS public search application?
3. Is there anything else we should consider in developing the new ADAMS public search that will increase your usability and improve your overall experience?

Public Participation Themes: Thirteen public participants provided comments during the meeting. Common themes from the comment-gathering portion of the meeting are as follows:

Comments related to search enhancements:

o Provide an easier way to search for documents related to a given NRC docket, licensee, or regulation part.

o Provide a way to search by ADAMS accession number in one step.

o Provide more effective keyword and phrase searching.

o Provide better clarification or definition of Document Types and standardize the indexing of the Document Type property for ADAMS documents.

Comments related to search results:

o Clarify that Release Date property in the ADAMS Public Search mock-up will be the same as the Date Added property in the current Web-Based ADAMS application.

o Increase the number of search results retrieved beyond the current maximum of 1000 results.

o Increase the number of search results displayed on one page of results, beyond the 25 shown in the ADAMS Public Search mock-up.

o Include the Document Title property in the results display.

o Standardize ADAMS document file names to include the ADAMS ML accession number.

o Include Document Type property in the results display and consider differentiating between document types by using icons or color-coding.

Comments related to other, related search applications:

o Ensure that the Legacy Library records remain searchable.

o Comment about the NRC.gov public web site search results being disorganized and not informative.

o Question on whether the new ADAMS Public Search will affect the Licensee Support Network (LSN). An NRC staff member responded that the LSN will not be affected.

Other comments and questions:

o How can the process of releasing public documents be expedited? This question was considered to be out of scope for the meeting.

o Regarding AI applications and API documentation, is the NRC staff doing anything about AI search enhancements and ADAMS and will the API documentation continue to be updated?

o There is an interest in being able to identify that a non-public document exists, given an ML accession number, even if the full document cannot be shared in ADAMS Public Search.

o An NRC staff member commented that it would be helpful for NRC to receive examples of other search applications in use by the public which contain helpful search functionality and features.

Action Items/Next Steps: A list of action items from the meeting, for example:

o Several questions or comments were unanswered during the meeting and needed to be referred to other NRC staff or offices.

Will the Legacy Library records be included in the ADAMS Public Search application? The answer to this question is yes, the ADAMS Legacy Library will be searchable in the ADAMS Public Search application and bibliographic records, not full-text records, will result from such searches.

Will the ADAMS Public Search application include the ability to search for, or display in search results, non-public ADAMS documents for public awareness? This question is under consideration at the time of publication of this meeting summary.

The search mechanism on the NRC.gov web site does not produce useful results and is disorganized. This question was determined to be out-of-scope for this meeting, but the question has been noted.

Can the release of ADAMS public documents be expedited after the documents are submitted to the Document Control Desk? This question was determined to be out-of-scope for this meeting, but the question has been noted.
