By letter dated June 14, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23180A012), Electric Power Research Institute (EPRI) submitted the Motor-Operated Valve (MOV) Performance Prediction Methodology (PPM), Version 4.1, 3002023774, to the U.S. Nuclear Regulatory Commission (NRC) for review and approval.

The EPRI MOV PPM software was developed to enhance industry's ability to size MOV s and predict their performance.

By email dated March 19, 2024, the NRC staff issued its draft safety evaluation (SE) (ADAMS Accession No. ML24053A342) for proprietary review.

By email dated March 20, 2024 (ADAMS Accession No. ML24080A156), EPRI informed the NRC staff that there was no proprietary information in the draft SE.

As described in the final SE, the NRC staff determined that EPRI has justified the changes made in the EPRI MOV PPM, Version4.1, for determining the thrust and torque required to operate valves under dynamic flow conditions. Therefore, the NRC staff concludes that the EPRI MOV PPM, Version4.1, is acceptable for use by nuclear power plant applicants and licensees were implemented in accordance with the provisions of the EPRI MOV PPM and the previous SEs prepared by the NRC staff on the EPRI MOV PPM. In reaching this conclusion, the NRC staff relies on the review described in this SE and previously issued SEs for overall acceptability of the EPRI MOV PPM.

Our acceptance applies only to material provided in the subject TR. We do not intend to repeat our review of the acceptable material described in the TR. When the TR appears as a reference in license applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this TR will be subject to a plant-specific review in accordance with applicable review standards.

In accordance with the guidance provided on the NRC website, we request that EPRI publish an accepted version of EPRI Report 3002023774, EPRI MOV Performance Prediction Methodology (PPM), Version 4.1, within three months of receipt of this email. The approved versions shall incorporate this letter and the enclosed final SE after the title page. The accepted version shall include an A (designating accepted) following the TR identification symbol.
