Dear Dir. Warden:
I refer to my letter dated April 15, 2021, requesting the views of the Executive Branch for a license amendment application (XCOM1309/01) received by the U.S. Nuclear Regulatory Commission (NRC) from Curtiss-Wright Nuclear Division (Curtiss-Wright). The currently active license (XCOM1309-R2) authorizes the export of nuclear safety class nozzle check valves to the pressurized water reactor at Unit 1 of the ShiDaoWan Nuclear Power Plant in China.
Enclosed is a revised amendment application (XCOM1309/01) from Curtiss-Wright, dated January 25, 2024. The revised amendment application seeks to: update the licensee point of contact; include all Curtiss-Wright locations in the United States as other U.S. parties to the export; revise the Intermediate Foreign Consignee name from State Nuclear Power Engineering Co. (SNPEC) to Shanghai Nuclear Engineering Research & Design Institute Co. (SNERDI); add an additional SNERDI location as an Intermediate Foreign Consignee; add Shanghai J-Tech Energy Technology Co. as an Intermediate Foreign Consignee; add Unit 2 of ShiDaoWan Nuclear Power Plant as an Ultimate Foreign Consignee (i.e., in addition to Unit 1); and clarify that the Ultimate End Use is for the CAP1400 reactors at the ShiDaoWan site.
