OF FEBRUARY 23, 2024, PREAPPLICATION MEETINGS WITH WESTINGHOUSE ELECTRIC COMPANY ON AP300 SMR WHITE PAPER NO. 4 ON FUEL HANDLING &

STORAGE (EPID: L-2024-LRM-0017)

On February 23, 2024, at 1:00 p.m. Eastern Time (ET), the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with representatives of Westinghouse Electric Company (WEC). The purpose of the meeting was to hear WECs preapplication description of the AP300 Small Modular Reactor (SMR) fuel handling and storage considerations that will be discussed in greater detail in a future WEC-planned white paper the same topic. The AP300 design is largely based on the AP1000 certified design with changes that reflect the smaller power output, lessons learned from the AP1000 construction, and a simplification of features.

Although the AP300 is designed to mimic the AP1000 design as much as practical, the design makes changes to the fuel handling and storage process. The public presentation slides for this meeting may be found under Agencywide Documents and Access Management System (ADAMS) Accession No. ML24052A273). The meeting was divided into two sessions; a public session followed by a proprietary session. WEC staff presented at both the public and proprietary sessions and received staff feedback during the proprietary session.

Preapplication engagements, including this meeting, provide an opportunity for the NRC staff to engage in early discussions with a prospective applicant to offer licensing guidance and to identify potential licensing issues early in the licensing process. No decisions or commitments were made during the preapplication meeting.

A list of attendees at the public session is enclosed. There were approximately 74 participants remotely including NRC staff, WEC staff and contractors, and four members of the public who chose to identify themselves for inclusion in the attendance list.

M. Hayes When the public attendees were solicited for questions of the NRC staff, no questions were proffered. The public meeting ended at 1:15 p.m. ET. The proprietary session started at 1:20 p.m. and closed at 2:54 p.m. ET.
