Advisory Committee on the Medical Uses of Isotopes Membership Balance Plan

1. Committee Name: Advisory Committee on the Medical Uses of Isotopes (ACMUI or the Committee)
2. Authority. Established pursuant to 42 United States Code § 2201(a) as a U.S.

Nuclear Regulatory Commission (NRC) discretionary committee.

3. Mission/Function. The Committee advises the NRC and its Director, Division of Materials Safety, Security, State, and Tribal Programs (MSST), Office of Nuclear Material Safety and Safeguards (NMSS), on policy and technical issues that arise in the regulation of the medical uses of radioactive material in diagnosis and therapy.
4. Points of View. With the exception of one regular Government employee representing the U.S. Food and Drug Administration, members are appointed by the Director, NMSS as Special Government Employees. The Committee consists of 13 members, including health care professionals in diverse specialties representative of diagnostic and therapeutic applications of medicine, medical administration, and patient care advocacy, and an Agreement State representative. The NRC and ACMUI conduct a biennial evaluation of the Committee, which in part, assesses the composition of the Committee, including specialties, to ensure that the points of view represented in the Committee support NRCs role in the regulation of byproduct material in medicine. The membership balance for the Committee is not static and may change, depending on the work of the Committee.
5. Other Balance factors. During the Committee membership selection process, the NRC ensures that members come from a broad range of licensee types. The agency also strives to have a membership composition that is representative of the U.S.

population.

6. Candidate Identification Process. Public announcements and Federal Register notices are published seeking candidates for vacancies on the Committee. Professional Societies are also contacted and encouraged to nominate candidates and solicit interest from their members. Applicant resumes are reviewed by a selection panel and the Director, MSST appoints members based upon the selection panels recommendations, after notifying the Commission. The term of an appointment to the ACMUI is 4 years, and the Commission has determined that no member may serve more than 2 consecutive terms (8 consecutive years), unless otherwise approved by the Commission.
7. Subcommittee Balance. Subcommittee balance is achieved in the same manner as full committee balance, utilizing health care professionals in diverse specialties who represent diagnostic and therapeutic applications of medicine, medical administration, and patient care advocacy pertinent to the issues being considered by the subcommittee.
