Challenges Faced Heavy Workload

  • Ongoing escalated issues
  • Supplemental inspections
  • Additional HP(s) are NEEDED (work/life balance; maintain inspection schedules)
  • Hiring new HPs is challenging (industry HP shortage, background check backlog, remote/telework limitations)

Losing/Lost Qualified Inspectors

  • Dominic Antonangeli (leaving for Resident Inspector at Millstone -

Region I)

  • Borrowing inspectors from other regions /

sharing resources Supporting Staff Opportunities (PLUS)

  • Acting Resident Rotations
  • Organizational Rotations
  • Work Group Participants
  • Cross qualifying inspectors Processing More Violations
  • More escalated issues/violations

RP Interface Prior to RCA Entry Providing an interface, challenge, check of workers prior to entering the RCA:

BE INVASIVE. Possibly repetitive in the worker discussing their work plan.

Reminder, Do Not go ANYWHERE that has not been briefed. Come back out.

This is for YOUR safety.

Number of Findings that a better challenge prior to entry may have prevented the finding (improper entries, incorrect information provided, etc.):

Across all regions: Seven (7)

Across Region 4: Five (5)

Number of workers failing open (improper worker behavior):

Across all regions: One (1)

Across Region 4: One (1)

Adequacy of self-briefs and/or training quality of workers.

2021 to 3Q 2023 DISCLAIMER: This data is based on information presented at the 2024 ISOE ALARA conference by all regions.

Failure to Issues/Deficiencies:

Failure to survey or had a significant, deficient survey:

Number across regions: Twelve (12)

Region 4: Six (6)

HRA/LHRA deficiencies (controls and posting):

Number across regions: Eleven (11)

Region 4: Seven (7)

Shipping deficiencies (inadequate paperwork/incorrect shipping program inputs):

Number across regions: Three (3)

Region 4: One (1)

Instrument/Monitor calibration (changing surveillance frequency; UNSAT cals):

Number across regions: Six (6)

Region 4: Six (6)

Other RP-related deficiencies:

Number across regions: Seven (7)

Region 4: Four (4) 2021 to 3Q 2023 DISCLAIMER: This data is based on information presented at the 2024 ISOE ALARA conference by all regions.

Regional HP Trends, Issues, and Concerns Rad Monitor Calibrations and Surveillance Frequency Issues Seeing more issues with airborne surveys / conditions Potential Uptake Events Increasing (planning, controls, oversight)

Training / RP Fundamentals 10 CFR Part 37 - Enforcement Discretion RPM Changes - Please keep us informed. An RP barrier.

RP Staffing Concerns/Shortages/NTNWs Knowledge Management/Vulnerabilities CCAs of H.8 - Procedure Adherence & H.12 - Avoid Complacency are trending

Some Good/Best RP Practices (*staff opinion*)

  • Travel path maps/surveys for ALARA
  • Kudos for all the support that was given to RPM for VHRA controls for diving the vessel with fuel in it
  • fleet, alliance, etc.
  • Adequate/More RPM support during outages (from within fleet or other sites)
  • Use of entry cards for RCA access
  • Remote - Monitoring video for infrequent jobs
  • Reverse briefs/feedback: during pre-job and RCA entry briefs to include virtual/photo of work location
  • Floor mirrors at the entry point to the contamination area to check feet/booties prior to entry (used this at the SFP at a couple sites for MC&A inspections)
  • RCA greeter at access point to challenge workers RWP number, setpoints, and knowledge

Some Good/Best RP Practices (continued)

  • Advanced technology is available (although not always practical)
  • Big screens available at RCA access desk for briefings. It helps those with a need to know of dose rates to observe locations on the map.
  • Use of CZT cameras for surveying (not official surveys, great for identifying hotspots)
  • Live survey cameras in the RCA. Can zoom in to an area and get live view and dose rates
  • In-field survey touch screens for areas
  • Turnstiles that prevent leaving dress out area for contamination zones without an EAD
  • "Pop" quiz at RCA access to log onto RWP (although questions are often repetitive after a few entries; switch the questions up occasionally -

keeps workers engaged)
