Introduction

  • A pre-submittal meeting for this proposed LAR will be requested by TVA later in 2024.
  • Todays pre-pre-submittal meeting is intended to help TVA prepare for that future pre-submittal meeting.

NRC/Contractor technical review team for Hydrology LAR

  • The BFN Hydrology LAR will be based on the same PMP basis document (Topical Report) and application methodology, the same hydrologic modeling software and the same base model (except Chickamauga Dam boundary assumptions) used for the recent Hydrology LARs for Sequoyah (SQN) and Watts Bar (WBN).
  • Should NRC decide to use the same technical team that was used for review of the SQN and WBN Hydrology LARs, repeating the lengthy 25 slide discussion (ML19161A239) on the Application of Gridded Rainfall (detailed in Attachments A/B of the SQN/WBN LARs) may not be needed or useful to the NRC.
  • A short discussion of this decision would be helpful for TVA.

Level of detail for future pre-submittal meeting

  • In the open portion of the pre-submittal meeting, TVA proposes a discussion of the BFN specific hydrologic background, including reasons for the BFN LAR and the TVA resolution plan. TVA will then detail the key updates of the BFN UFSAR and a Summary, including a tentative schedule for LAR submittal.
  • In a following closed portion of the meeting, TVA proposes to provide a Summary of results, including assumed dam failures and projected site flooding hydrographs for PMF and Seismically Induced Dam Failure flooding. TVA will also discuss specific differences between the SQN/WBN and the BFN analytical models.
  • Request: Due to the high degree of equivalency between the BFN and SQN/WBN PMP determination methods and the possible NRC utilization of the same reviewers, TVA proposes to eliminate the discussion of Application of Gridded Precipitation provided to the NRC in the SQN/WBN pre-submittal presentation in the BFN pre-submittal meeting.
  • A short discussion of this proposal would be helpful to TVA.

Logistics for future pre-submittal meeting

  • A pre-submittal meeting for the proposed BFN Hydrology LAR will be requested by TVA later in 2024.
  • Given the detailed discussion that will be conducted at this future pre-submittal meeting, then there is a question about whether it should be conducted in person or via Microsoft Teams.
  • A short discussion of this question would be helpful for TVA.
