Submittal of Scoping Comments for the Plant-Specific Environmental Impact Statement for the PG&E Diablo Canyon Power Plant License Extension Application (Docket ID NRC-2-23-0192)

Dear Ms. Conway As San Luis Obispo Countys Third District Supervisor, whose district includes the Diablo Canyon Power Plant (DCPP), I appreciate the opportunity to submit scoping comments for the DCPP plant-specific supplement to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants.

The DCPP generates approximately 9% of Californias in-state generation and 17 percent of Californias zero-carbon electricity.

In addition, the power plant provides over 1,000 head of household jobs. This is extremely important for a beautiful coastal community, where the development of these jobs is difficult. Extended operations of the DCPP, will provide a continued supply of greenhouse gas free electricity and economic benefits to the County.

To assist in the development of the plant-specific supplement to the Generic Environmental Impact State for nuclear power plant license renewal, I offer the following comments.

In July 2023, the County issued a Draft Environmental Impact Report (EIR) for DCPP decommissioning. This document includes environmental analyses in numerous issue areas including:

The Draft EIR is available on the County's Planning and Building Department website at:

www.slocounty.ca.gov/DCPPDecom.

As part of California Senate Bill 846, which provided a path for extended operations of the DCPP, PG&E was required to prepare an updated seismic assessment. The assessment was completed last January and can be provided by PG&E. This updated assessment would also be helpful in preparing the EIS supplement.
