Dear Mr. Garcia,
By letter dated January 29, 2024 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML24029A071), Energy Northwest submitted seven requests [5IST-01 through 5IST-07] for Columbia Generating Station. Pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.55a, paragraphs (z)(1),(z)(2), and (f)(5)(iii), Energy Northwest proposes U.S. Nuclear Regulatory Commission (NRC) approval of these requests for the upcoming Fifth Ten-Year Interval Inservice Testing (IST) Program at Columbia Generating Station (CGS).
The purpose of this email is to provide the results of the NRC staffs acceptance review of these requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the requests have any readily apparent information insufficiencies in the characterization of the regulatory requirements or the licensing basis of the plant. As required by the NRC regulations, the requests need to provide an acceptable level of quality and safety pursuant to 10 CFR 50.55a(z)(1), demonstrate that compliance with the specified IST requirements would result in a hardship or unusual difficulty without a compensating increase in the level of quality and safety pursuant to 10 CFR 50.55a(z)(2), or justify the impracticality of conformance with certain IST requirements pursuant to 10 CFR 50.55a(f)(5)(iii),
respectively.
The NRC staff has reviewed your submittal and concludes that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the requests in terms of the regulatory requirements. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that the review will take approximately 280 hours0.00324 days <br />0.0778 hours <br />4.62963e-4 weeks <br />1.0654e-4 months <br /> to complete. The NRC staff expects to complete this review in approximately 8 months, which is November 1, 2024. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
These estimates are based on the NRC staffs initial review of the requests, and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
