OF OCTOBER 11, 2023, U.S. NUCLEAR REGULATORY COMMISSION PUBLIC OBSERVATION MEETING ON CLARIFICATION OF REQUESTS FOR ADDITIONAL INFORMATION (PART 2) FOR TOPICAL REPORT PWROG-18068-NP, REVISION 1 (EPID L-2021-TOP-0027)
On October 11, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a second public meeting with the Pressurized Water Reactor Owners Group (PWROG) to provide clarification on Request for Additional Information (RAI) questions regarding Topical Report (TR)
PWROG-18068-NP, Revision 1, Use of Direct Fracture Toughness for Evaluation of Reactor Pressure Vessel Integrity (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML21209A933) transmitted for NRC review and approval on July 17, 2021. The October 11, 2023, public meeting was held virtually and provided the opportunity for continuation (part 2) of RAI topics discussed during the August 4, 2023, public meeting where more time was requested to complete the RAI discussion. TR PWROG-18068 provides an alternative methodology to the Reactor Pressure Vessel material integrity requirements which are available in Title 10 of the Code of Federal Regulations Appendix G to Part 50, Fracture Toughness Requirements, Section 50.60, Acceptance criteria for fracture prevention measures for lightwater nuclear power reactors for normal operation, and Section 50.61, Fracture toughness requirements for protection against pressurized thermal shock events. As a result of the technical review of TR PWROG-18068, Revision 1, the NRC staff transmitted RAI questions and PWROG provided the proposed responses to the RAI questions. During the August 4, 2023, public observation meeting, the NRC staff provided clarification on the first half of PWROGs draft responses up to RAI 13, and the October 11, 2023, public meeting provided the additional time needed to discuss the second part of the draft RAI responses. 301-415-1186 During the meeting on October 11, 2023, the NRC staff provided clarification on RAI 13 through RAI 25 except for RAI 24 which was comprehensively discussed at the August 4, 2023, public meeting. It was decided that the NRC staff would conduct an in-person regulatory audit in the near future as the final phase of the RAI discussion and PWROGs final RAI responses would be subsequently submitted after the audit.
The regulatory audit was held on January 17 and 18, 2024. The regulatory audit plan can be found at ADAMS Package Accession No. ML24008A051.
