Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The NRC staff discussed with Oklo the preliminary material categorization for a future spent fuel recycling facility.
In the open portion of the meeting, Oklo presented an overview of Oklos pyroprocessing-based fuel recycling facility and the market drivers for fuel reprocessing. Oklo described their intent to license, build, and operate a recycling facility for supply of uranium/transuranic bearing (U/TRU) fuel and pointed out the limited availability of high-assay low-enriched uranium fuel and the lower cost of U/TRU fuel.
At the end of the open portion of the meeting, members of the public were invited to provide comments or ask the NRC staff questions pertaining to the scope of the meeting.
Public comments included concerns that the open portion of the meeting did not include any discussion of the material categorization of the facility. One commenter stated that the output product of a reprocessing facility should be classified as Category I special nuclear material and should require the highest levels of material control and accounting and physical protection.
Other members of the public raised concerns related to economic considerations and the potentially high cost of reprocessed U/TRU fuel as compared to fresh enriched uranium fuel.
Additionally, one member of the public asked the NRC staff about the types of documents that the NRC prioritizes for the Oklo application. The NRC staff responded that the application review would address multiple topics covering safety, security, and environmental considerations and the NRC staff does not prioritize one area over the other.
