SUMMARY

REPORT RELATED TO THE ENVIRONMENTAL SCOPING PROCESS FOR THE TRISO-X SPECIAL NUCLEAR MATERIAL LICENSE APPLICATION (DOCKET NUMBER: 70-7027)

The staff of the U.S. Nuclear Regulatory Commission (NRC) conducted a scoping process from December 16, 2022, through February 14, 2023, to determine the scope of the NRC staffs environmental review of an application from TRISO-X, LLC for a license to possess and use special nuclear material at the TRISO-X Fuel Fabrication Facility to be constructed in Oak Ridge, Roane County, Tennessee. As part of the scoping process, the NRC staff held a public scoping meeting and webinar in Oak Ridge, TN on January 25, 2023. The meeting was held to solicit public input regarding the scope of the environmental review. A transcript of the scoping meeting is available in ADAMS under Accession No. ML23037A021.

The NRC staff has prepared the enclosed scoping summary report, which identifies comments either received at the public scoping meeting, by letter, through www.regulations.gov, or by electronic mail and provides responses to those comments. All participants of the scoping process (who have provided mailing information) will receive notification of issuance of the scoping summary report and it will be posted on the project webpage. The next step in the environmental review process is the issuance of the draft Environmental Impact Statement (DEIS). Notice of the availability of the DEIS and the procedures for providing comments will be published in the Federal Register.
