EXAMPLES OF ELECTRICAL AND DIGITAL INSTRUMENTATION AND CONTROL SAFETY EVALUATION REPORTS TO INFORM THE TRISO-X FUEL FABRICATION LICENSE APPLICATION The U.S. Nuclear Regulatory Commission (NRC) staff has developed two Example-Safety Evaluation Reports (SER) to help inform TRISO-X, LLC (TRISO-X) on the scope of the NRCs Electrical and Digital Instrumentation and Control (Electrical/Digital I&C) reviews. The TRISO-X application was received on April 5, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML22101A200) and supplemented by letters dated October 13, 2022 (ML22286A144) and November 4, 2022 (ML22308A251). These submittals did not contain the Electrical/Digital I&C portion of the application. As documented in the acceptance letter dated November 18, 2022 (ML22320A110), the NRC staff opted to accept the application without the Electrical/Digital I&C portion in order to allow the review of the other technical areas to proceed, provided TRISO-X submit this missing portion of their application by August 2023. TRISO-X subsequently notified the NRC staff that their submittal date for Electrical/Digital I&C would be February 2024 (ML23244A248 - non-public).
The NRC staff held a call with TRISO-X on November 16, 2023 (ML23341A197 - non-public) to discuss the scope of the Electrical/Digital I&C review. The NRC and TRISO-X staff discussed the fact that there are limited fuel cycle examples of NRCs SERs for Electrical/Digital I&C in public ADAMS because this portion of the review often contains Official Use Only-Security-Related Information. During the call, the NRC staff proposed developing some public Example-SERs to illustrate the type of write-up developed for this technical area for new applications. Although the Example-SERs do not include any site-specific information, they provide the scope and types of information used to support the NRC staffs review. These Example-SERs are provided as Enclosure 1 with information on the Normal Power Supply and with information on both Normal and Emergency Power Supply.
