Oklahoma Historical Society ijl~ State Historic Preservation Office November 6, 2023 Ms. Christine Pineda U.S. Nuclear Regulatory Commission, Mailstop T4-B72 11545 Rockville Pike Rockville, MD 20852 RE: File #0107- 24; [Former File #2562-20]; U.S. Nuclear Regulatory Commission Proposed Cimarron Fuel Fabrication Plant Project in Cimarron City Vicinity, Logan County, Oklahoma

Dear Ms. Pineda:

We have received and reviewed the documentation on the referenced project. We concur with your opinion that the Kerr-McGee Nuclear Corporation Cimarron Fuel Fabrication Plant (including the Emergency Response Building, the MOFF Building, Warehouse #4, three Diesel Pumps), is eligible for the National Register of Historic Places (NRHP) under Criterion A for its association with the history of nuclear fuel production in Oklahoma. (The fence and corral are non-contributing.) We find that the project, as proposed, will have no adverse effect on the historic property, provided the following condition is met:

CONDITION:

All trenching and ground cover site work associated with the project is to be returned to pre-construction condition at the project's completion.

This is to ensure that the project has no lasting visual effect on the property.

Thus, the project would meet the Secretary of the Interior's Standards for Rehabilitation.

If this condition is acceptable to you, please return this document with the signature as indicated on Page 2 of this letter, confirming your concurrence. When we receive it, your agency will have completed the Section 106 process as outlined in the Advisory Council on Historic Preservation's regulations, 36 CFR Part 800. Specifically, 36 CFR Part 800.5(b) provides that modification of an undertaking in accordance with conditions imposed by the SHPO shall result in a "no adverse effect" determination.

Thank you for the opportunity to review this project. If you have any questions, please do not hesitate to call Matthew Pearce, Ph.D., National Registor Coordinator, at 405-522-4479, or Sara Werneke, Historic Preservation Architect, at 405-522-4478.
