State Roles
- Oversight over areas not explicitly under auspices of federal government, including:
- Local emergency preparedness & safety
- Workforce & notification issues
- Oversight in capacity as utility regulator, including over decommissioning of former power generation facilities
- Bilateral agreements to enhance standards and oversight
- Stricter standards re: site restoration, financial assurance, spent fuel transfer
- Greater visibility into company operations 3
State Roles
- Coordinate oversight among state and local regulators

Indian Point DOB
- Indian Point Decommissioning Oversight Board (DOB) established by NYS Department of Public Service in May 2021 to help facilitate these roles
- Membership: State, Local, Labor Leaders, Environmental and Technical Representatives
- 3+ public meetings per year
- Our goal is to help ensure that decommissioning is SAFE, PROMPT, AND THOROUGH
- These were the key public interest principles that guided State-led agreement to approve the sale of the plant to decommissioning entity Holtec
- Our hallmark is that we are attentive to community perspectives
- All questions are responded to; When facts show gaps, we seek to fill them 5
Indian Point DOB
- The Indian Point DOB provides venue for:
- Oversight coordination
- Public Engagement
- Information exchange
- Convenor of relevant stakeholders (e.g., Federal oversight agencies, community leaders, co-located infrastructure coordination)
- Company Compliance Reports

- Engagement with site owner, federal regulators
- Whistleblower Tip Line
- Monitoring Reports

- Financial assurances protecting trust fund, timeframes for spent fuel storage in dry cask

- Co-located gas pipeline protections and protocols
- Enforceable dust mitigation conditions in local demolition permits
- Monitoring Work Group and Community Air Monitoring Plan
- Grant to local school for baseline environmental assessment and monitoring 7
