RENEWED FACILITY OPERATING LICENSE NPF-30 REQUEST FOR RELIEF FROM REQUIREMENTS OF ASME BPV CODE, SECTION XL SUBSECTION IWL REGARDING EXAMINATION AND TESTING OF THE UNBONDED POST-TENSIONING SYSTEM (RELIEF REQUEST C3R-01)
Pursuant to 10 CFR 50.55a(z)(1), Union Electric Company (Ameren Missouri) requests NRC approval ofenclosed reliefrequest C3R-01 for the Callaway Energy Center (Callaway Plant).
American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (BPV) Code,Section XI, Subsection IWL requires periodic visual examination of containment concrete as well as visual examination and physical testing ofpost-tensioning system. Ameren Missouri proposes extending the interval for post-tensioning system examinations and testing and detailed visual examination of concrete adjacent to tendon bearing plates from 5 years to 1 0 years.
Callaways Containment Exterior Concrete and Tendon Inspection Program complies with 2007 Edition through 200$ Addenda ofthe ASME BPV Code,Section XI, Subsection IWL. The third interval of Callaways Containment Exterior Concrete and Tendon Inspection Program began on September 9, 2016 and is scheduled to end on September 8, 2026.
Supporting information, including the proposed alternative and justification for the request, is provided in the enclosed relief request (Enclosure 1) and technical report (Enclosure 2). Ameren Missouri respectfully requests review and approval ofrequest C3R-01 by April 15, 2024. This approval date is being requested to support the orderly coordination of work preparations required to perform the next scheduled 5-year post-tensioning system examination and test (i.e., 40th year surveillance) which is to be performed in the Fall of 2024.
