Dear Kelly,

I am the U.S Nuclear Regulatory Commission (NRC) Project Manager for the Zion Nuclear Power Station, Units No. 1 and No. 2 (Zion), is located near the city of Zion in northeast Illinois on the west shore of Lake Michigan. I want to make you aware of reviews that the NRC intends to complete soon.

ZionSolutions, LLC (ZS), the licensee, filed a request for partial site release (PSR) at Zion in a letter dated June 5, 2020 (Agencywide Document Access and Management System (ADAMS) Accession No. ML20164A096). ZS requested the removal of approximately 112 acres of land from the licenses for Zion. ZS intends to remove a portion of the site from the 10 CFR part 50 Licenses, License Nos. DPR-39 and DPR-48: Specifically, ZS intends to remove an area consisting of 7 basement survey units, 116 open land survey units (including 3 below grade excavation survey units), and 5 buried pipe survey units.

The area requested to be removed from the license, approximately 112 acres, encompasses approximately 34 percent of the original site area of 331 acres. The NRC approved in 2016 the PSR of approximately 214 acres of non-impacted land from the 10 CFR part 50 license by letter dated March 31, 2016 (ML16053A257).

Approximately 5 acres of the licensed site would be associated with the on-site Independent Spent Fuel Storage Facility (ISFSI); this area would be retained under the 10 CFR part 50 license until the ISFSI is decommissioned.

The PSR plan/strategy was included in the License Termination Plan License (LTP)

Amendment application. The Zion LTP license amendment request (LAR), which was submitted by ZS by letter dated December 19, 2014 (ML15005A330). The LAR was supplemented by letters dated February 26, 2015 (ML15061A230), November 12, 2015 (ML15344A344), March 8, 2016 (ML16081A010), July 20, 2016 (ML16211A199),

February 27, 2017 (ML17208A121), and July 20, 2017 (ML17215A098). Revision 2 of the LTP LAR was then submitted on February 7, 2018 (ML18052A857 and ML18052A530), and supplemented by letters dated April 10, 2018 (ML18103A016), and August 28, 2018 (ML18242A082). The Zion LTP, referred to as the Zion Station Restoration Project or ZSRP LTP by ZS, was approved by the NRC on September 28, 2018, via amendment nos. 191 (Zion, Unit No.1) and 178 (Zion, Unit No. 2) as documented in the NRC staffs safety evaluation (SE)(ML18164A222). The approved LTP specified, among other things, how the licensee plans to confirm the extent and

success of remediation through radiological surveys, as captured in the Final Status Survey Reports (FSSRs). In the NRC staffs evaluation of the PSR request, the NRC staff evaluates, among other things, whether the decommissioning activities and the final status surveys were conducted in accordance with the approved LTP.

We plan to complete our review of the PSR request on or about mid-November 2023.

The PSR will support the Direct License Transfer and conforming amendments that were approved by Order dated November 26, 2019 (ML19228A130), as supplemented (ML20259A466 Pkg, ML21110A520 Pkg, ML21229A024 Pkg, and ML22308A175 Pkg. This Order also approved the associated conforming amendments. Before the transfers can occur, the decommissioning of the Zion site outside the boundary of the on-site ISFSI must be completed, among other things. A copy of the SE (ML19228A131) related to the license transfer application was provided with the Order. After the PSR review, if approved, the licensee, intends to provide the required information for transfer shortly thereafter so that the approved conforming amendments can be issued.
