Quad Cities Updated Final Safety Analysis Report (UFSAR), Revision 17 and Fire Protection Report (FPR), Revision 26 In accordance with the requirements of 10 CFR 50.71, "Maintenance of records, making of reports," paragraph (e)(4), Constellation Energy Generation, LLC (CEG) submits Revision 17 to the Updated Final Safety Analysis Report (UFSAR) and Revision 26 to the Fire Protection Report (FPR) for the Quad Cities Nuclear Power Station, and a summary of evaluations conducted pursuant to 10 CFR 54.37(b), "Additional records and recordkeeping requirements."

Summary of evaluations conducted pursuant to 10 CFR 50.59(d)(2) and 10 CFR 72.48(d)(2)

"Changes, tests, and experiments," are submitted under separate cover.

The enclosed UFSAR Revision 17 and FPR Revision 26 are being provided to the NRC in electronic format on EIE and are being submitted in their entirety, constituting total replacement copies. Also enclosed in electronic format on EIE, are the Quad Cities Technical Requirements Manual (TRM) and Technical Specification Bases (TSB).

UFSAR pages changed as a result of this update are delineated with "Revision 17, October 2023" in the page footer. FPR pages changed as a result of this update are delineated with "Revision 26, October 2023" in the page header.

Attachment A provides a summary of the changes incorporated into UFSAR, Revision 17.

Attachment B provides a summary of the changes incorporate into FPR, Revision 26.

Attachment C provides a summary report pursuant to 10 CFR 54.37(b).

Attachment D contains the directory path, filename, and size of the individual files on the enclosed EIE.

21-R17-003, Revision to UFSAR Appendix A Revised to add that EPRI NSAC-202L revision 4 is that standard being used for the flow accelerated corrosion program described on page A-4, Section A.1.11.

21-R17-004, Revision to UFSAR Sections 4.1, 4.2, 4.3, 4.4, 6.3, 15.4 and 15.8. Also revises Tables 4.1-1, 4.1-3, 6.3-3D Sheets 1-4, 6.3-7D, 6.3-12D, 6.3-14C, and 6.3-19C.

21-R17-006, Revision to UFSAR Table 9.1-6 Revised table to read that the bend stress acceptance criteria is now change in stress greater than a rate of 100% vs the old 50%.

21-R17-007, Revision to UFSAR Section 8.3 Revised to reduce the excessive detail in discussing the original ESS UPS due to a modification which replaced the ESS UPS on Unit 1.

21-R17-008, Revision to UFSAR Sections 4.2, 4.4 and 4.6 Revised to add description regarding the use of GEXL 98 for core monitoring that includes Framatome ATRIUM 10XM fuel and the new GNF3 fuel and also removes excessive detail in Section 4.6.

21-R17-009, Revision to UFSAR Appendix A Revised to add the EDG Bus ducts to the EQ program and remain the license renewal aging management program.

SUMMARY

REVISION: 26 Revision Summary:

Fire Protection Report Change Packages26-001, 26-003,26-004, 25-005 Volume 1 (Fire Hazards Analysis):

1. Change 26-001: EC 620687Install Insulation above the new fire protection buried header to bury the pipe above the recommended depth of cover for yard mains. Changes were made in sections 2,3,4 and 5.
2. Change 25-005: IR 04469680 - Revising Section 4.2, Fire Protection Measures section to clarify existing plant configuration capabilities to activate the transformer deluge suppression systems.
3. Change 26-003: Editorial changes to the rev block to include information missing in previous revisions.
4. Change 26-004: Repagination and addition of missing text in Page 4.2-18.

Volume 2 (Safe Shutdown Report):

1. Change 26-003: Editorial changes to the rev block to include information missing in previous revisions.
2. Change 26-004: Revision History Table update.

In accordance with 10 CFR 54.37(b) and the guidance specified in Regulatory Issue Summary 2007-16, Revision 1, Implementation of the Requirements of the 10 CFR 54.37(b) for Holders of Renewed Licenses, the UFSAR update required by 10 CFR 50.71 must include any Structures, Systems or Components (SSCs) newly identified that would have been subject to an aging management review or evaluation of time-limited aging analyses in accordance with 10 CFR 54.21. This UFSAR update must describe how the effects of aging will be managed such that the intended function(s) in 10 CFR 54.4(b) will be effectively maintained during the period of extended operation.

The 10 CFR 54.37(b) review of changes to the plant Current Licensing Basis covered the period of August 8, 2021 to August 1, 2023. The review included:

x Engineering Changes that were installed or completed since the last UFSAR update, x

UFSAR pending change descriptions and revised text, and x

NRC Interim Staff Guidelines (ISGs) related to license renewal.

No newly identified SSCs were identified that require aging management or evaluation of Time Limiting Aging Analyses (TLAAs) in accordance with the License Renewal Rule. Therefore, there are no associated updates required to the Quad Cities UFSAR described Aging Management Programs.
