NORTH ANNA POWER STATION, UNITS 1 AND 2 - REGULATORY AUDIT REPORT REGARDING REVIEW OF LICENSE AMENDMENT TO RELOCATE TECHNICAL SUPPORT CENTER (EPID L-2023-LLA-0006)
Dear Mr. Carr:
By letter dated January 13, 2023, as supplemented by letter dated June 27, 2023, Virginia Electric and Power Company (Dominion Energy, the licensee) submitted a license amendment request (LAR) to revise the emergency plans for North Anna Power Station (NAPS), Units 1 and 2. Specifically, the LAR proposes to relocate the Technical Support Center from its current location to a building outside the Protected Area that was previously used as the site Local Emergency Operations Facility.
On August 25, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff issued an audit plan that conveyed intent to conduct a regulatory audit to support its review of the subject license amendment. On September 28, 2023, NRC staff conducted a regulatory audit at NAPS.
The purpose of the audit was to gain understanding, to verify information, and to identify information that will require docketing to support the proposed licensing action. Based on the audit, the NRC staff intends to issue an additional request for additional information. The enclosure to this letter provides a report of the NRC staffs audit.

1.0 BACKGROUND
By letter dated January 13, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23013A195), as supplemented by letter dated June 27, 2023 (ML23192A215) Virginia Electric and Power Company (Dominion Energy, the licensee) submitted a license amendment request (LAR) to revise the emergency plans for North Anna Power Station (NAPS), Units 1 and 2. Specifically, the LAR proposes to relocate the Technical Support Center (TSC) from its current location to a building outside the Protected Area that was previously used as the site Local Emergency Operations Facility (LEOF).
On August 25, 2023 (ML23223A040), the U.S. Nuclear Regulatory Commission (NRC) staff issued an audit plan that conveyed intent to conduct a regulatory audit to support its review of the subject license amendment. On September 28, 2023, NRC staff conducted a regulatory audit at NAPS.
The purpose of the audit was to gain understanding, to verify information, and to identify information that will require docketing to support the proposed licensing action. The NRC staff conducted the regulatory audit in accordance with the Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-111, Revision 1, Regulatory Audits (ML19226A274).
2.0 SCOPE AND PURPOSE The audit was held on September 28, 2023. The purpose of the audit was to help the NRC staff better understand the information supporting the LAR.
3.0 AUDIT TEAM The following NRC staff members participated in the audit:
Kenneth Mott - Technical Reviewer Ed Miller - Project Manager 4.0 AUDIT REPORT The audit consisted of a walkdown of the existing TSC located adjacent to the Main Control Room (MCR) followed by a walkdown of the LEOF building (outside of the Protected Area) that was being renovated to be the new TSC. During the walkdowns, the NRC staff went through the items listed in the Audit Plan, Appendix A North Anna Power Station TSC Walkthrough Checklist. Additionally, the NRC staff observed the timing of walking between the MCR, the TSC, and the Technical Services Building.
By the conclusion of the audit, the NRC staff indicated that it appeared that there was sufficient understanding of the LAR for the NRC to generate a request for additional information.

6.0 CONCLUSION
As a result of the audit, the NRC staff expects to generate a request for additional information.
