AMENDED PREAPPLICATION READINESS ASSESSMENT PLAN FOR THE DRAFT CARBON FREE POWER PROJECT COMBINED LICENSE APPLICATION
Dear Mr. Volkoff:
By letter dated May 24, 2023, NuScale Power, LLC (NuScale) requested the U.S. Nuclear Regulatory Commission (NRC) staff to conduct a partial preapplication readiness assessment (RA) of the draft Carbon Free Power Project (CFPP) LLC combined license application (COLA) in four Phases1. On June 5, 2023, the staff developed an RA plan based on your May 24th request (ML23151A072).
By two emails dated August 22 and September 15, 2023 (ML23257A202 and ML23258A041, respectively), and a letter dated August 24, 2023 (ML23236A532), NuScale requested the NRC staff to extend the duration and expand the scope of the RA to include additional draft COLA information that were not originally within the scope of the RA.
The purpose of this letter is to provide you with the NRC staffs amended RA plan, specifically, an updated review timeframe and a revised estimated staff resources to complete the expanded-scope RA review.
REVISED READINESS ASSESSMENT SCOPE, RESOURCE ESTIMATE AND TIMELINE As requested by NuScale in its communications dated August 22, August 24, and September 14, 2023, the NRC staff will continue to conduct an RA of CFPPs draft COLA according to the following revised schedule:
Phase 4: August 28 - September 8, 2023, COLA Final Safety Analysis Report (FSAR)
Chapters 2, and 3 Phase 5: September 11 - 22, 2023, COLA FSAR Chapter 16 and COLA Parts 4, Technical Specifications, and Part 5, Emergency Plans 1 Agencywide Documents Access and Management System (ADAMS) Accession No. ML23144A332.

Phase 6: October 2 - 20, 2023, COLA Part 3, Environmental Report, and COLA FSAR Chapter 19 and COLA FSAR Sections 11.2 and 11.3 The NRC staff will complete all six phases of the RA and issue its observation closure report by November 17, 2023, with a revised estimated 650 hours0.00752 days <br />0.181 hours <br />0.00107 weeks <br />2.47325e-4 months <br /> of staff time. Compared to the initial RA plan, the additional 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> are required to complete the staffs review of expanded RA scope, which includes COLA Part 3, FSAR Chapter 19, and FSAR Sections 11.2 and 11.3.
COLA Part 3 includes Sections 3.2, 3.4, 10.6, and Chapters 5 and 6.
