OF JULY 6, 2023, U.S. NUCLEAR REGULATORY COMMISSION PUBLIC MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP ON TOPICAL REPORT PWROG-22010-NP, REVISION 0, RISK ASSESSMENT PROCESS FOR THE REVIEW OF TOPICAL REPORTS (RAPTR) (EPID L-2023-NTR-0004)

On July 6, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a hybrid public meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) via Microsoft Teams. This was an observation meeting which provided an opportunity for NRC staff to meet with industry representatives to discuss regulatory and technical matters in an open and transparent manner. The purpose of this meeting was for the NRC staff to provide an overview of the NRC's Topical Report (TR) process and for the PWROG representatives to provide a technical overview of PWROG-22010-NP, Revision 0, "Risk Assessment Process for the Review of Topical Reports (RAPTR)." During the meeting, the PWROG representatives obtained and addressed NRC questions and feedback on PWROG-22010-NP. The meeting notice and agenda, dated June 22, 2023, is available in NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23186A120. At the start of the meeting, opening remarks were provided by NRC staff including, Gerond George, Branch Chief, DORL, Office of Nuclear Reactor Regulation (NRR), Antonios Zoulis, Branch Chief, Division of Risk Assessment, NRR, and Gregory Suber, Deputy Director, DORL, NRR.

During the meeting, the NRC staff gave a presentation on NRCs NRR Office Instruction LIC-500, Topical Report Process, and the presentation slides are available at ADAMS Accession No. ML23186A090. The meeting objectives were to discuss the technical overview of TR PWROG-22010-NP and to receive NRC feedback on the TR. Specific areas of discussion included the expected duration of the review based on the complexity of applications, the technical adequacy of risk assessments supporting RAPTR, the screening process, and examples of generic issues where RAPTR may be applied.

It was stated that the objective of RAPTR is to provide a process that builds on the risk-informed process for evaluations (RIPE) to address generic industry issues (formerly, RIPE-G). Further, that RAPTR could support temporary staff guidance or supplement the LIC-500, License Amendment Process. Industry suggested that it needs a generic process so that generic issues of low-risk significance can be addressed by a streamlined review, that NRCs transformation initiatives align with the effort, that issues affecting multiple plants would be more effectively addressed with a single submittal and review, and that there would be a consistent technical basis for generic issues. A discussion of the RAPTR process, including the applicability, risk metrics, technical adequacy of a generic risk assessment, generic assessment expert team details, and documentation, also occurred.

The NRC staff asked several clarifying questions during the PWROGs portion of the presentation.

Based on the information provided and discussed during the meeting, the NRC staff planned to have an internal meeting to determine whether further consideration of revising the LIC-500 process would be taken.

Members of the public were present and had the opportunity to ask questions or make comments. The only question received was, Is the range of response time and reviews that correspond to Requests for Additional Information (RAIs) considered in the streamlined proposal? The NRC responded that, with respect to the RAIs, response time is factored in to determine the overall schedule.

At the conclusion of the meeting, Bo Pham, Director, DORL, NRR, provided closing comments on behalf of the NRC. He reiterated that it is important to work with industry to make the TR process more efficient, but wanted to have more interaction with the industry before making changes to the existing processes that appear to be working.
