ISFF ISFSI Biennial Update Report for 2023 Prepared by Idaho Environmental Coalition NRC Licensed Facilities Report: NLF-RPT-265 August 2023

NLF-RPT-265, ISFF ISFSI Biennial Update Report for 2023 1.0 PURPOSE AND SCOPE Special Nuclear Materials License No.2512 (SNM-2512) to operate the Idaho Spent Fuel (ISF) Facility Independent Spent Fuel Storage Installation (ISFSI) was transferred to the Department of Energy Idaho Operations Office (DOE-ID) from Foster Wheeler Corporation on September 9, 2009. This document reports that no changes have been made to the Safety Analysis Report (SAR) since the last update issued in September 2021 pursuant to 10 CFR 72.70 (b) and (c).

Additionally, no changes, tests or experiments have been made or evaluated pursuant to 10 CFR 72.48(d)(2), no Technical Specifications Bases changes have been made pursuant to TS 5.5.1.d, and no changes to the Essential Programs have been made pursuant to TS 5.5.2.6 covering changes to the Radiological Environmental Monitoring Program, Training Program or Quality Assurance Program.

2.0 Safety Analysis Report Pursuant to 10 CFR 72.70 (b) and (c), there were no changes to the SAR during the past 24-month period between September 2021 and September 2023.

3.0 Changes, Tests, and Experiments Pursuant to 10 CFR 72.48(d)(2), there have been no changes made during the past 24-month period between September 2021 and September 2023.

4.0 Technical Specification Bases Pursuant to TS 5.5.1.d reporting requirements, there were no changes made to the Technical Specification Bases during the past 24-month period between September 2021 and September 2023.

5.0 Radiological Environmental Monitoring Program Pursuant to TS 5.5.2.6 reporting requirements, there have been no changes made to the Radiological Environmental Monitoring Program described in the SAR during the past 24-month period between September 2021 and September 2023.

6.0 Training Program Pursuant to TS 5.5.2.6 reporting requirements, there have been no changes made to the Training Program described in the SAR, Section 9.3 during the past 24-month period between September 2021 and September 2023.

7.0 Quality Assurance Program Pursuant to TS 5.5.2.6 reporting requirements, there have been no changes made to the Quality Assurance Program described in Chapter 11 of the SAR during the past 24-month period between September 2021 and September 2023.
