Dear Mr. Warden:
Enclosed is an application accepted by the U.S. Nuclear Regulatory Commission (NRC) on August 1, 2023, submitted by Framatome Inc., (XSNM3836). The application requests the export of 40,000 kilograms of low-enriched uranium to Japan for use as reload fuel at Takahama Nuclear Power Station, Unit 3 and Unit 4.
Assurances from Japan that the material will be subject to all the terms and conditions of an agreement for cooperation are required. Please note that the material has origins from Russia (60%), Canada (21%), Australia (13%), Euratom (3%), LES (2%), China (1%). Therefore, it has obligations from Australia, Canada, China, Euratom, and LES.
Your assistance in obtaining the necessary assurances will be appreciated.
