- 1. [Acceptance Review Item] LTR Section 3.1 states, in part. The proposed design approaches for the RB,.using these SC modules [with diaphragm plates] are supplemented by a test program that is being performed under the NRIC Advanced Construction Technology (ACT) project Section 7.0 of the LTR provides a summary of the National Reactor Innovation Center (NRIC) Demonstration Program prototype test conclusions that is relied upon in the LTR as a critical and essential technical basis for confirming the design approaches proposed in Sections 5.0 and 6.0 using DP-SC modules and extensively referenced in these LTR sections. However, although the LTR appears to indicate that conduct of those prototype tests have been completed, LTR Section 7.0 makes no reference to any approved controlled document of the NRIC Demonstration Program that provides the documented evidence of the Phase 1 prototype tests, results, and conclusions summarized in Section 7.0 and used to support the design approaches proposed in LTR Sections 5.0 and 6.0; the NRC staff needs this documentation to verify the stated testing and its conclusions to make its regulatory finding. GEH is requested to confirm such documentation currently exists, include reference to it in the LTR, and provide on the docket such approved documentation from the NRIC Demonstration Program.
- 2. [Acceptance Review Item] LTR Section 7 does not address or provide technical justification for impact of potential scaling effects (e.g., size effects on structural behavior for certain limit states seen in reinforced concrete) or lack thereof regarding the direct applicability of the results of NRIC scaled testing being used as a technical basis for the design of full-scale Diaphragm Plate Steel-Plate Composite (DPSC) structures for BWRX-300. GEH is requested to provide such critical discussion and technical justification related to impact of potential scaling effects on structural behavior.
- 3. [Acceptance Review Item] LTR Section 3.4 Steel-plate Composite Structures, states in part on page 49: As shown in Figure 3-6(b), DP-SC modules can be built by welding a series of components. The Item (C) welded single web U-shape is different than the Item (A) Double web bi-shape components and Item (B) Single web I-shape components, as shown in in Figure 3-6(b), Different Configurations of Steel-Plate Composite Structural Modules, and Figure 3-7, Diaphragm Plate Steel-Plate Composite Module System, and as described in Section 3.4, Steel-Plate Composite Structures, of the LTR. The LTR does not address potential differences in behavior of these configurations under load. GEH is requested to provide technical justification(s) that these different configurations would behave in the same manner under loading conditions.
- 4. [Acceptance Review Item] Reference 9-63 ACI 349.4R, Revision 4, Report on the Design for Impactive and Impulsive Loads for Nuclear Safety Related Structures, American Concrete Institute, appears to be a technical report that has not yet been published by ACI, but is referenced in LTR Section 5.8.1.3. It appears that Revision 1 thru 3 of the ACI 349.4R standard also do not exist; it appears to be a proposed new standard. If need to be used, GEH is requested to provide the published document. If only awaiting publication, please provide, on the docket, the documented evidence that it has been balloted and approved through all cognizant ACI committees.
