Findings, Readiness Reviews, Assessment Fuel Facilities Construction Oversight Workshop - August 15, 2023
Three Phases of Inspection As a reminder, NRC will inspect on a sampling basis:
- 1. Early management measures program review
- 2. Construction inspection
- 3. Operational Readiness Reviews (ORR) / Readiness Reviews*
- Previously issued licenses for fuel fabrication facilities have included a condition requiring the completion of an operational readiness review prior to commencement of operations
Findings
- Findings are intended to note where activities deviate from future requirements
- Documented in inspection reports
- Describe the finding and tracking
- Closure
- Could necessitate further on-site inspection
- Prior to meeting ORR/Readiness Review license condition
- Closure may not necessarily be tied to license issuance
ORRs/Readiness Reviews
- Enrichment Facilities - ORRs required by 70.32(k)
- Plutonium Processing and Fuel Fabrication Plants - Inspection conducted under 70.23(a)(8)
- All others - a similar requirement is not imposed.
- However, during past license applications reviews, applicants have requested a license condition requiring a readiness review and NRC approval before special nuclear material is brought onsite*
- established during licensing
Readiness Reviews
- Consistent with license condition requested during past reviews
- Readiness review conducted and NRC notified upon completion
- NRC conducts an inspection of the readiness review
- Inspection will primarily include:
- IROFS and management measures
- Functional area programs as applicable
Assessment
- Real-time approach (no longer than 12 months between reports/meetings)
- Evaluate and determine if supplemental inspection is needed
- Potential evaluation criteria for supplemental inspections:
- Common management measure's theme in one or many technical areas
- Programmatic breakdown of management measures
- Existing Licensees
- Likely considered within the licensee performance review (IMC 2604) process
