Attached is the completeness determination for Kairos Power, LLC (Kairos) topical report KP-TR-021-NP, Instrument Setpoint Methodology for the Kairos Power Fluoride Salt-Cooled High-Temperature Reactor, Revision 0. Based on a preliminary review of the report, the NRC staff determined that the topical report contains sufficient information such that the NRC staff can begin its detailed technical review.
As discussed on July 14, 2023, the NRC staff plans to issue a draft safety evaluation by March 15, 2024, and a final safety evaluation on July 2, 2024. If needed, the NRC staff will issue a request for additional information (RAI) by October 6, 2023, and request a response within 30 days. The NRC staff estimates that 450 staff hours will be needed to complete the technical review and issue the final safety evaluation. The schedule and level of effort could change due to several factors including the need for additional RAIs, unanticipated changes to the scope of the review, unsolicited supplements to the topical report, meetings with the Advisory Committee for Reactor Safeguards (ACRS), and others. The NRC staff will communicate any changes to the review schedule or estimated staff hours by email, including the reason(s) for the changes.
