OF MAY 2, 2023, PUBLIC MEETING TO DISCUSS DECOMMISSIONING LESSONS LEARNED WITH INDUSTRY DECOMMISSIONING LICENSEES On May 2, 2023, a hybrid public meeting was held at the U.S. Nuclear Regulatory Commission (NRC) with industry decommissioning licensees to discuss decommissioning lessons learned from past and recent decommissioning projects. The objective of the meeting was to share good practices and lessons learned to improve the overall decommissioning process in transitioning from operations to decommissioning to license termination. In this public meeting, presentations were made by NRC staff, Nuclear Energy Institute (NEI), and Accelerated Decommissioning Partners (ADP).

The meeting notice and agenda, posted March 30, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23089A171 and are posted on the NRCs public Web page at http://www.nrc.gov/reading-rm/adams.html. The presentation material provided by the licensee are available on the meeting notice. During the meeting, the NRC staff provided three presentations: (1) NRC Perspectives on Decommissioning Lessons Learned, (2) Lessons Learned: Environmental Review of post-shutdown decommissioning activities reports (PSDARs) and License Termination Plans (LTPs),

(3) Lessons Learned: Decommissioning Funding Assurance.

CONTACT: Tanya Hood, NMSS/DUWP 301-415-1387 June 9, 2023 Signed by Hood, Tanya on 06/09/23 Industry licensees shared good practices about how recycling of clean metal and other materials reduces waste disposal costs and provide revenues to offset costs. Insight was shared about storing waste indoors or in containment tents instead of outdoors to minimize the spread of the radioactivity from the elements. As well as, using a sacrificial soil layer on top of clean soil to serve as a buffer layer for helping to collect contamination during demolition activities. This has been used with varied success but generally helps to prevent contamination of clean surfaces below the work surface.

Industry licensees shared that maintaining control and isolation of cutting operations that may generate chips or swarf is the best method to prevent the spread of the small particles. Using large or custom packages for low level waste may reduce the number of shipments and save costs. Using the tuna can approach by filling the reactor vessel with grout and cutting it into slices, rather than shipping it as one large component was also cost effective. Large components and low-level waste have been successfully transported by barge to the disposal site. Maine Yankee Nuclear Power Plant and Trojan Nuclear Plant reactor vessels were successfully transported by barge. With regard to rail lines, they need to be safety inspected frequently to ensure tracks and ties are maintained. This may be extended beyond the licensee's property.

Industry shared experiences with using 3-D modeling of reactor internals to maximize the low-level waste shipped offsite and minimizing the greater than Class C (GTCC) waste to be stored onsite and in the independent spent fuel storage installation (ISFSI) was impactful.

Polychlorinated Biphenyls (PCBs) were sometimes used to seal concrete structures along with using flushable filters to minimize filter waste. The use of robots to decontaminate and cleanup sediments in large underwater structures with difficult access was a key element. Securing large components that are segmented need to be secured to ensure they do not fall over and remain stable until packaged.

There were several areas for improvement noted by the NRC staff and industry licensees.

Industry licensees expressed the need to clarify questions on requests for additional information (RAIs). There was a desire to have more joint reviews of LTPs by NRC Headquarter staff and Region Inspectors. Have more consistent quality products for LTPs and final status survey records to enhance efficiency for licensees and NRC staff.

Participants providing presentations and discussions were thanked for their candid discussions and sharing of information. It was recommended that there should be more lessons learned meetings in the future. The public was offered the opportunity to provide comments. No regulatory decisions were made during the meeting.

Approximately 84 representatives from industry, state government, and NRC participated in the meeting. A list of the meeting attendees is enclosed. Members of the public were invited to attend. One person provided comments that emphasized planning for decommissioning projects such as Three Mile Island Unit 2. No public meeting feedback forms were received.
