SUMMARY
OF MAY 4, 2023, PARTIALLY CLOSED MEETING WITH FRAMATOME INC. AND THE U.S. NUCLEAR REGULATORY COMMISSION FOR TOPICAL REPORT, ANP-10339P, REVISION 0, ARITA - ARTEMIS/RELAP INTEGRATED TRANSIENT ANALYSIS METHODOLOGY (EPID L-2018-TOP-0034)
On May 4, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome). The purpose of the meeting was for the NRC staff and Framatome representatives to discuss the draft safety evaluation (SE) limitations and conditions (L&Cs) 18, 19, 22, 24, and 25 for Topical Report (TR) ANP-10339P, Revision 0, ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology. The NRC staff also wanted to discuss Framatomes request in letter dated April 25, 2023 (Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23117A241), regarding postponing the May 19, 2023, Advisory Committee for Reactor Safeguards (ACRS) subcommittee (SC) and June 7, 2023, full committee meetings.

During the closed portion of the meeting, the NRC staff and Framatome representatives discussed the L&Cs and items that Framatome considered inconsistencies that were identified in Framatomes April 25, 2023, letter. For L&C 22, the NRC staff provided clarification and answered Framatomes questions on the intent of the L&C. Therefore, no changes are planned for L&C 22. For L&Cs 24 and 25, the NRC staff provided clarifications on the language and discussed possible revisions and associated SE changes. Therefore, the NRC staff plans to make minor revisions to L&Cs 24 and 25, per the discussion with Framatome. For L&C 18, the NRC staff and Framatome representatives discussed the axial peaking factor (Fz) uncertainty equation and on whether the equation was conservative. During the discussion, Framatome representatives presented proprietary information on Fz equation in L&C 18 and compared it to the Fz equation in Section 9.1.3.2, Fz Uncertainty, of ANP-10339P, Revision 0.

Framatome later provided the proprietary information per the NRC staffs request. The NRC staff reviewed the information presented for L&C 18 and plans on revising the L&C 18 and potentially L&C 19 to better reflect the NRC staffs intent and clarify how licensees may resolve these L&Cs. The NRC staff also discussed and provided clarification on the following items Framatome identified in its April 25, 2023, letter:
Table 9, incorrect treatment of proprietary parameter for 15.4.1 UCBWSC Page 101, inaccurate identification of valve type associated with behavior of proprietary parameter Appendix IV, Page 2, aspects of the entry for a proprietary parameter do not reflect Framatomes understanding of the final resolution related to this parameter (PCS-1)
Appendix IV, Page 30, incorrect identification of applicability of a proprietary parameter and other inaccuracies related to this parameter (PCS-30)
The NRC staff plans to make minor edits to the SE to address the above items as discussed.
During the open session, the NRC staff and Framatome representatives, discussed whether Framatome would be able to support the May 19, 2023, ACRS SC meeting. The Framatome representatives confirmed that they would not be able to support the ACRS meeting as described in the April 25, 2023, letter. The Framatome representatives indicated that they could support a late June or July 2023 ACRS date or that September or October 2023 would also work. The NRC staff agreed to check with the ACRS for available dates to support rescheduling the ARITA SC meeting. On May 16, 2023, the NRC provided the following available ACRS dates: June 21 and 22, October 17, 18, and 20, 2023. During the open session discussions, the NRC staff also agreed to review the additional information regarding L&C 18 and indicated that they would decide on whether changes were needed to the L&C language.
