Dear Dir. Warden:
Enclosed is an application dated May 9, 2023, received by the U.S. Nuclear Regulatory Commission (NRC) from J.L Shepherd and Associates, Inc., requesting amendment No. 05 to its export license PXB178.04. This license presently authorizes the export of Category 2 quantities of Cobalt-60 for high dose radiation.
The purpose of the amendment is to: 1) add Cesium-137 for Biological/Biomedical research (e.g., irradiation of cells or other samples, typically for cancer research), Aerospace applications (e.g., radiation hardness testing of electronic and computer components), and calibration or irradiation of radiation detection instrumentation, 2) add France as a country of ultimate destination, 3) remove China, Greece, Guatemala, Malaysia, Panama, South Africa, Sri Lanka, Turkey, and Saudi Arabia as countries of ultimate destination, and 4) extend the date of expiration from December 31, 2024 to June 01, 2030.
The NRC will perform an internal review. The NRC intends to issue the requested license after the 30-day time period allotted for public review has expired, and it is determined that the applicable export license criteria are met.
