SUMMARY

OF THE SUBSEQUENT LICENSE RENEWAL SECOND ENVIRONMENTAL AUDIT (EPID NUMBER: L-2020-SLE-0000) (DOCKET NUMBERS: 50-338 AND 50-339)

Dear Daniel G. Stoddard:

During the week of March 6, 2023, consistent with the audit plan (Ml23062A466), a review team consisting of the U.S. Nuclear Regulatory Commission (NRC) staff and Pacific Northwest National Lab. supporting personnel participated in a remote audit as part of the subsequent license renewal application environmental review for the North Anna Power Station, Units 1 and

2. The goal of the audit was to gather information to ensure that the environmental requirements for subsequent license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51, were met.

On March 7, 2023, an entrance meeting was held to introduce participants and discuss audit logistics. During the remainder of the audit, the NRC team participated in smaller groups (breakout sessions) with Dominion Energy Virginia (the applicant) and its supporting personnel to address the audit needs identified in the audit plan. The enclosure to this letter provides the breakout session participant list.

This is the second audit of limited scoping process described in the Federal Register Notice 87 FR 68522. The questions for discussion during the breakout sessions are listed as audit needs in the audit plan and the responses are provided by the applicant in its audit portal or online reference portal (ML20269A465). In the audit plan, the NRC staff requested the responses be available prior to the audit. Because this is a second audit of limited scoping process and the applicant responses were available in the audit portal, the focus of the breakout session discussions was for clear understanding and for the NRC staff to determine which of the responses need to be submitted on the docket to support its findings in the EIS.

At the exit meeting, the NRC staff summarized the status of the review. Many of the NRCs questions identified in the audit plan or during the audit were answered through the conduct of the audit. Those that were answered but would be used in the site-specific Environmental Impact Statement would be submitted (a) as supplement to the application, (b) as responses to requests for confirmation of information (RCI), or (c) as responses to requests for additional information (RAI). The applicant did not identify any documents that were suitable as supplement to the application. On April 20, 2023, the NRC staff issued RCI (ML23081A096). On April 26, 2023, the NRC staff issued RAI (ML23081A528). On May 16, 2023, the applicant submitted responses to the RCI and RAI (ML23136A883).

D. Stoddard While the NRC staff did not identify any significant environmental issues during this audit, the NRC staff indicated that the environmental review was ongoing and the NRC staff would formally request any additional information necessary to support the review via the RAI process.
