EIP-ZZ-PR020 Rev. 054 ACTIVATION AND OPERATION OF THE JOINT INFORMATION CENTER 1.0 PURPOSE This procedure establishes duties and responsibilities for the Joint Information Group.

2.0 SCOPE This procedure provides guidance and checklists for personnel assigned Emergency Response Organization duties for Joint Information Center (JIC).

3.0 RESPONSIBILITIES 3.1. Company Spokesperson

  • Provides the Callaway Plant official response during news conferences and media events.
  • Approves the companys emergency related information for release to the media.
  • Coordinates with the Recovery Manager (RM) and Emergency Coordinator (EC) to access information pertaining to the emergency.

3.2. JIC Technical Representative

  • Reports to the Company Spokesperson.
  • Provides technical information to the JIC Editor and Company Spokesperson.
  • Provides technical information during media briefings.

NOTE The first EOF Technical Representative - Rumor Control responder is the designated lead. The lead position may be turned over to another qualified individual.

3.3. EOF Technical Representative and Rumor Control 3.3.1. Responds to the Emergency Operations Facility (EOF) and is assigned to the EOF, an Emergency Planning Zone (EPZ) County, or Rumor Control (at the JIC) and coordinates assignments with the Off Site Liaison Coordinator (OSL).

  • Coordinates the efforts of the other Rumor Control Technical Representatives
  • Provides the JIC Coordinator with a summary of the public interest for consideration as information for the media
  • Keeps Company Spokesperson apprised of rumors 3.3.3. EOF Technical Representatives assigned to the EOF provide information to the JIC via the JIC Technical Representative.

3.3.4. EOF Technical Representatives assigned to County Emergency Operations Centers (EOCs) provide technical information to the County Emergency Management Director (EMD).

3.4. JIC Coordinator

  • Reports to the Company Spokesperson
  • Coordinates the release of emergency information at JIC
  • Supports the Company Spokesperson for media presentations
  • Interfaces with the State Emergency Management Agency (SEMA), Rumor Control, and Corporate Communications 3.5. JIC Administrator
  • Reports to the JIC Coordinator
  • Assists in equipment set up and administrative duties for JIC 3.6. JIC Editor
  • Reports to the JIC Coordinator
  • Provides the written information to be released 3.7. JIC Media Host
  • Reports to the JIC Administrator

1. BRIEF JIC staff on plant conditions, response actions, and priorities as new plant information is received. EMPHASIZE need for 2- and 3-way communications and need to provide undivided attention when briefings are held. RECORD times_______________________________________

NOTE If the event involves hostile action or is security related and an Incident Command Post (ICP) is set up, ENSURE that all news releases are vetted by the Incident Commander/Law Enforcement personnel prior to issue.

ENSURE any technical information is clear for public understanding and no acronyms are used.

SEND to missouricommunications@ameren.com. IF Missouri Communications does NOT respond within 30 minutes, the Company Spokesperson has authority to issue news release.

3. REVIEW Situation Report which provides event updates to Crisis Management's Watch Center (the JIC Coordinator and JIC Editor work together to generate the Situation Report).
4. BRIEF the JIC Tech Rep or JIC Coordinator to assume responsibilities on the floor during news conferences (JIC Tech Rep is the primary, JIC Coordinator the backup).
5. BRIEF the JIC Administrator to have Admin Clerk answer Company Spokespersons phone during news conferences.
6. ENSURE cellular phone is removed before attending news conferences.
7. DEVELOP initial caring statement. (Its not what you say so much as how you say it.)
8. DETERMINE most important/recent information to use for opening statement at news conferences.

(Items to think about include welfare of the public and plant staff, current radiation levels, plant conditions and what is being done to mitigate the problem.) If this is a subsequent news conference, be sure to provide a brief summary of earlier events following the opening statement.

9. USE appropriate message map to help organize your message and respond to media questions.
10. REVIEW possible key questions list provided in Company Spokesperson packet prior to news conferences.

14. ENSURE Company Spokesperson removes Callaway badge lanyard prior to participating in news conferences.
15. MEET with SEMA Spokesperson and SEMA Moderator for pre-job brief prior to news conference and COORDINATE Spokespersons response to questions with SEMA Spokesperson. SEMA Spokesperson should make the first opening statement to discuss protective actions/public health and welfare items. Ameren/Callaway Company Spokesperson should follow with caring statement/plant status report. RECORD time_______________

JIC Coordinator Checklist Sheet 4 of 7 OPERATIONS NEWS RELEASE Steps in this Section should be frequently reviewed.

e. Ameren Missouri news releases are consistent with SEMA news releases.
f. News releases are numbered in chronological order.

NOTE Missouri Communications MUST APPROVE all news releases before they are issued to the media.

If Missouri Communications does NOT respond within 30 minutes; the Company Spokesperson has authority to issue news release to the media.

Missouri Communications is also responsible for monitoring and response to social media (Facebook, Twitter, etc.).

If the Ameren Company Spokesperson is not present, faxing news release(s) to the Recovery Manager in the EOF for approval is allowed (8-573-676-4900).

3. BEFORE dissemination to the media/public, SUBMIT all Ameren Missouris news releases to Company Spokesperson for approval and SEND to missouricommunications@ameren.com.
4. WHEN news releases are approved by the Spokesperson, PERFORM the following:
a. CONTACT Missouri Communications at 314-554-2182 to PLACE news releases on Amerens web site for media/public access. (Editor can send file as Word attachment via e-mail to Missouri Communications missouricommunications@ameren.com
b. GIVE the release to the JIC Administrator for distribution, along with the latest SEMA release and ENSURE delivery of the Site Area Emergency and General Emergency news releases for both Ameren and SEMA go to the Media Host at the same time.
c. ENSURE all draft news releases are destroyed.
d. OBTAIN original (file copy) of each news release and FILE with the facility log.

JIC Coordinator Checklist Sheet 5 of 7 NEWS CONFERENCES Steps in this Section should be frequently reviewed.

1. DISCUSS news release information and timing of news conferences with SEMA PIO and Ameren Spokesperson for the purpose of ensuring alignment.
2. BRIEF Spokesperson on media interest, anticipated response, etc.
3. ASSIST Editor and Spokesperson in anticipating questions the media may ask.
4. REMIND Spokesperson and Media Host of the scheduled time for the next news conference.

NOTE Ensure that all parties (Ameren/Callaway and SEMA) are aligned, and current press releases are provided to the Media Host prior to conducting a news conference. Do not hesitate to delay the news conference until all parties are sufficiently prepared.

5. COORDINATE pre-news-conference meetings approximately 10 minutes before the next news conference and offer suggestions as needed. These meetings should be held in a quiet area or room with spokespersons for Ameren Missouri, SEMA, NRC and FEMA present. If a news conference is NOT in progress, the Moderator should be present.
6. IF Company Spokesperson so directs before attending the news conference, ASSUME oversight duties on the floor (JIC Tech Rep will be the primary person designated to assume oversight).
7. IF new information is obtained during the news conference that impacts the health and safety of the public, INSTRUCT JIC Administrator to direct the JIC Media Host to inform the Moderator to end the news conference.
8. WORK closely with Rumor Control to identify plant related rumors.

1. PROCESS e-mails from the call center by LOGGING all information obtained in Rumor Control/Media Call Form with time obtained. PRINT all Ameren social media messages and provide one copy of each message to the JIC Administrator for distribution to ensure alignment of messaging.

NOTE Ameren/Callaway Rumor Control WILL NOT respond to/call back individuals who request a call back concerning plant status/personnel matters. SEMA personnel will assist with rumor control and WILL NOT respond to/call back individuals. The Ameren Call Center will direct the caller to KTXY 106.9 and local media for information regarding the event.

2. FOR calls regarding Callaway Energy Center specific rumors or questions regarding plant personnel, CHECK with JIC Coordinator/Company Spokesperson to determine if the rumor/question should be addressed by someone at the plant (Contacting family members of injured plant personnel is NOT a JIC responsibility).
3. During an event/emergency, SEMA will also provide a Media Monitor to observe local media coverage and provide that information to Rumor Control. Ameren Corporate Communications will also provide a summary of rumors originating from social media.
4. Introduce all EOF Tech Rep Rumor Control personnel to SEMA Rumor Control personnel and COORDINATE with SEMA Rumor Control personnel on ALL incoming rumor information.

Provide hard copies of rumor information obtained through e-mail and other methods to SEMA Rumor Control personnel.

5. Periodically PROVIDE the JIC Coordinator/Company Spokesperson with a summary of the public interest/rumors for consideration as information for the media including printed copies of all Ameren social media messages (provide printed copies to the JIC Administrator for distribution).
6. TRACK rumors using the Rumor Control log and report any incorrect information or rumors that could be discussed during news conferences to the JIC Coordinator/Company Spokesperson.
7. WRITE rumor information on the white board on the wall next to the Rumor Control area so information can be viewed by all JIC responders. Information can be categorized, i.e., Terrorist Threat, Evacuation Concerns, Reactor Meltdown, etc. and trended (three instances of the same issue constitutes a trend).
