INDIAN POINT ENERGY CENTER - ACCEPTANCE REVIEW OF LICENSE AMENDMENT REQUEST FOR THE INDEPENDENT SPENT FUEL STORAGE INSTALLATION-ONLY SECURITY, TRAINING AND QUALIFICATION, SAFEGUARDS CONTIGENCY PLAN (L-2023-LLA-0010)

Dear Jean Fleming:

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your letter dated January 17, 2023 (Agencywide Documents Access and Management System [ADAMS]

Accession No. ML23024A060), requesting the NRC review and approval of the IPEC Independent Spent Fuel Storage Installation Facility for security, training, and qualification and safeguards contingency plan. The NRC staff performed an acceptance review of your application to determine if the application contains sufficient technical information to allow the staff to complete the detailed technical review.

The purpose of this letter, based on the NRC staffs acceptance review, we have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2023-LLA-0010. Please reference this EPID number with Docket Numbers50-003, 50-247, 50-286 and 72-051 in any future correspondence associated with this request.

Please note that the NRC staffs technical review of your submittal may identify issues that require additional information. Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by November 15, 2023. This date could change depending on the findings of our technical review, urgent assignments, or other factors. We will promptly communicate any significant changes to this schedule. In addition, the NRC staff estimates that completing the review of your submittal will require approximately 610 staff hours.

This letter contains sensitive, security related information, and is therefore deemed Official Use Only. It will not be placed in the Public Document Room, nor will it be publicly available in the NRC ADAMS.
