As a decorated and disabled US Army combat veteran who served in Operation Desert Shield/Desert Storm, I, along with my fellow veterans, am suffering from ailments caused by environmental toxins such as burn pits, depleted uranium, and oil fires.

I am deeply concerned about the opening of a nuclear fuel fabrication facility that will use enriched uranium, especially one that will use nearly bomb-grade uranium. The Environmental Report for the TRISO-X Fuel Fabrication Facility mentions that TRISO-X manufacturing operations consist of several steps, starting with the receipt of High Assay Low Enriched Uranium (HALEU) in the form of triuranium octoxide (U3O8) powder enriched to less than 20 weight percent 235U.

I would like to request that all aspects of the facility be disclosed, including information about the HALEU and the entire manufacturing process. Specifically, I would like to know the following:

The source of the HALEU and any environmental impacts of the production process, from mining to the finished product.

The procedures for shipping and receiving the HALEU and protecting the general public and workers during transport.

The steps involved in converting the HALEU into fuel kernels and the safety and security procedures that will be in place to protect workers and the environment.

The use of chemicals during the manufacturing process and the procedures for their handling and disposal.

The safeguards in place to prevent criticality during the entire manufacturing process.

The meaning of "manufacture" in the Notice of Intent (NOI) and whether TRISO-X intends to alter the percentage of 235U in any way.

Information about the degradation and disposal of the fuel particles, including the environmental impact and the steps taken to mitigate risks of contamination.

The safeguards in place to prevent radioactive or chemical releases, fires, and terrorist attacks, and the procedures for handling serious accidents. The financial ability of TRISO-X, LLC to address a catastrophic accident and the quality assurance requirements for the facility.

The uranium recovery process and waste disposal processes, including the security and risk safeguards.

The monitoring of the perimeter of the facility and rainwater for radioactive and chemical contamination.

As a decorated and disabled US Army combat veteran, I am particularly concerned about the national security implications of the proposed TRISO-X Fuel Fabrication Facility. Again, as someone who served in Operation Desert Shield/Desert Storm and suffered from exposure to environmental toxins, I am aware of the dangers that come with handling nuclear material.

In light of these concerns, I request that the agency thoroughly examine the security measures that will be in place to protect the public, workers, and the environment from potential accidents or intentional acts of sabotage.

This includes the transportation of HALEU, the processing of fuel kernels, and the storage of the TRISO fuel particles. Additionally, I ask that the agency ensure that TRISO-X, LLC has the financial ability to respond to a catastrophic accident, and that the quality assurance requirements applicable to the facility are sufficient to minimize the risks to human health and safety. These are crucial considerations that cannot be overlooked, especially from a veteran's perspective who has a duty to protect our nation.
