1 Scope and Observations:
This was an inspection of an engineering and environmental company based out of Tulsa, Oklahoma authorized under reciprocity to possess and use up to two Troxler Model 3430 or 3440 portable moisture density gauges for soil engineering projects at Fort Leonard Wood, Missouri. At the time of the inspection, one gauge user used one portable gauge as needed for landfill construction projects on base. When not in use, the licensee stored the gauge in a CONEX box on base and had stored it there since January 202 During the inspection, the inspector toured the licensee's storage facility to verify the gauge was secured appropriately with two barriers and took radiation surveys to verify appropriate postings. Since the gauge was not being used during the inspection, the gauge user demonstrated how the gauge was secured for transport and used at the job sites. The inspector also interviewed the gauge user regarding the use of shipping papers, emergency procedures, and dosimetry use. The inspector reviewed a selection of records including leak tests and training record In Inspection Report 2022-001, a Severity Level III violation of 10 CFR 150.20(b)(1) was identified for the licensee's failure to file for reciprocity at least 3 days before engaging in licensed activities in non-agreement states in calendar year 2022. During this inspection, the inspector verified that the licensee had appropriately filed for reciprocity at least 3 days before engaging in licensed activities in non-agreement states in calendar year 2023 and, through interviews, verified that the licensee was confining its activities in non-agreement states to the locations and activities authorized by its approved reciprocity filing.
