Thiswasanannounced remote inspection ofawell logging services company authorized bytheState ofOklahoma tostore byproduct material atitsfacility inOklahoma

City, Oklahoma, and tousethatmaterial forwell logging at temporary jobsites inOklahoma jurisdiction.

Thelicensee conductedthose activities attemporary jobsites inNRC jurisdiction under thetermsofareciprocity request filed andapproved inOctober 2020fortheremainder ofthe calendar year.

Thescopeofthis inspection waslimited toanevaluation oflicensed activities (measuring the physical properties ofanexploratory oil andgaswell using Cs-137 andAm-241:Be sealed sources with atechnique called Logging While Tripping orLV!'f) inarural areaofnorthern

Michigan, seven miles east-southeast ofGaylord.
Thewell, Chester 16Unit 9-16, waslocated near4500McCoyRoadinChester Township.

OBSERVATIONS Theinspector metwith thelogging supervisor andRSOviaMicrosoft Teamsprior tothe commencement ofwork.

Thelogging supervisor participated fromthejobsite, andtheRSOparticipated fromhisoffice inOklahoma.

By

video, thelogging supervisor provided theinspector withatourofthesite, areview ofequipment
present, and demonstrations oflicensed activities that weretotakeplace later that day.Theinspector examined both source transport containers, andconfirmed that theywereproperly secured andlabeled.

Theinspector also confirmed that thelicensee's crewhadacalibrated andoperable survey instrument onthejobsite anddosimetry which could measuredosefromneutron aswell asgammaexposure.

Atthedirection oftheinspector, thelogging supervisor conducted surveys inthevicinity ofbothsource transport containers todemonstrate hisunderstanding ofand proficiency with theinstrument, aswell astheadequacy ofshielding andappropriate labeling andplacarding ofthe vehicle usedtotransport thesources.

Theinspector discussed radiation protection principles andtheresponse to abnormal operating conditions with thelogging supervisor andRSO.Bothwereknowledgeable ofthese principles, aswellaslicensee procedures andregulatory requirements.

Theinspector confirmed that thelogging supervisor hadproperly-prepared shipping

papers, vehicle survey
records, current operating andemergency procedures andacopyoftheState ofOklahoma license atthejobsite.

The inspector alsoreviewed aselection ofrecords that theRSOshared, including dosimetry

reports, leaktest
results, andsource recertification documentation fromthemanufacturer whichconfirmed that thesources onthejobsite did notrepresent acategory 2quantity, evenifaggregated.

Noviolations ofNRCrequirements wereidentified asa result ofthis inspection.
