This wasanannounced remote inspection ofawell logging services company authorized bytheState ofOklahoma tostore byproduct material atitsfacility inOklahoma City, Oklahoma, and tousethat materialfor well logging at temporary jobsites inOklahoma jurisdiction. Thelicensee conductedthose activities attemporary jobsites inNRC jurisdiction under theterms ofa reciprocity request filed andapproved inOctober 2020 for theremainder ofthe calendar year. Thescope ofthisinspection waslimited toanevaluation oflicensed activities (measuring the physical properties ofanexploratory oil andgaswell using Cs-137 andAm-241:Be sealed sources with a technique called Logging While TrippingorLV!'f) ina rural area ofnorthern Michigan, seven miles east-southeast ofGaylord.
Thewell, Chester 16Unit 9-16, waslocated near 4500McCoyRoadinChester Township.
OBSERVATIONS Theinspector metwith thelogging supervisor andRSOvia Microsoft Teamsprior tothe commencement ofwork.
Thelogging supervisor participatedfrom the job site, andtheRSOparticipated from his inOklahoma. By office video, thelogging supervisor provided theinspector with a tour ofthesite, a review ofequipment present, and demonstrations oflicensed activitiesthat weretotake place later thatday.Theinspector examined both source transport containers, andconfirmed that they wereproperly secured andlabeled. Theinspector also confirmed that thelicensee's crewhada calibrated and operable survey instrument onthe jobsite anddosimetry which could measure dose from neutron aswell asgammaexposure. Atthe oftheinspector, direction thelogging supervisor conducted surveys inthevicinity ofboth source transport containers todemonstrate his understanding ofand proficiency with theinstrument, aswell astheadequacy ofshielding andappropriate labeling andplacarding ofthe vehicle used totransport thesources. Theinspector discussed protection radiation principlesandtheresponse to abnormal operating conditions with thelogging supervisor andRSO.Both wereknowledgeable ofthese principles, aswell aslicensee procedures andregulatory requirements.
Theinspector confirmed thatthelogging supervisor hadproperly-prepared shipping papers, vehicle survey records, current operating andemergency procedures anda copy oftheState ofOklahoma license atthe jobsite. The inspector also reviewed a selectionofrecords that theRSOshared, including dosimetry reports,leak test results, andsource recertification documentation from themanufacturer which confirmed that thesources onthe job sitedid notrepresent a category 2 quantity,evenif aggregated. Noviolations ofNRCrequirements wereidentified asa result ofthis inspection.
