Ladies and Gentlemen:

In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)

Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.7.06.02.ii [Index Number 725], for verifying the containment vacuum relief isolation valves (VFS -PL-V800A and VFS-PL-V800B) open within 30 seconds. The closure process for this ITAAC is based on the guidance described in NEI 08-01, Industry Guideline for the ITAAC Closure Process under 10 CFR Part 52, which is endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

ITAAC Statement

Design Commitment

2. The VFS provides the safety-related functions of preserving containment integrity by isolation of the VFS lines penetrating containment and providing vacuum relief for the containment vessel.

Inspections/Tests/Analyses

ii) Testing will be performed to demonstrate that remotely operated containment vacuum relief isolation valves open within the required response time.

Acceptance Criteria

ii) The containment vacuum relief isolation valves (VFS-PL-V800A and VFS-PL-V800B) open within 30 seconds.

ITAAC Determination Basis

This ITAAC performs a timed stroke test of the containment vacuum relief isolation valves (VFS-PL-V800A and VFS-PL-V800B) to verify opening within 30 seconds. Testing was performed in accordance with Unit 4 component test packages documented in Reference 1 to confirm the Containment Air Filtration System (VFS) provides the safety-related functions of preserving containment integrity by isolating the VFS lines penetrating containment and providing vacuum relief for the containment vessel. The testing demonstrates that the remotely operated containment vacuum relief isolation valves open within the required response time.

The test package work orders established initial conditions with each containment vacuum relief isolation valve in the closed position. An actuation signal is generated by Protection and Safety Monitoring System (PMS) using the PMS Maintenance and Test Panel (MTP) to open each containment vacuum relief isolation valve. Each containment vacuum relief isolation valve opening is timed from the time the open demand signal is generated until the valve is fully open.

The containment vacuum relief isolation valve is verified open locally by a person located at the valve. The valve opening times on Unit 4 are 22 seconds for VFS-PL-800A and 22 seconds for VFS-PL-800B (Reference 1).

The completed Unit 4 component test results documented in Reference 1 confirm the containment vacuum relief isolation valves (VFS-PL-V800A and VFS-PL-V800B) open within 30 seconds.

Reference 1 is available for NRC inspection as part of the Unit 4 ITAAC Completion Package (Reference 2).

ITAAC Finding Review

In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there were no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.7.06.02.ii (Reference 2) and is available for NRC review.

ITAAC Completion Statement

Based on the above information, SNC hereby notifies the NRC that ITAAC 2.7.06.02.ii was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
