The Interagency Steering Committee on Radiation Standards (ISCORS)

  • NUREG-1717, Vol. 2 -- 1999 Annual Report (copy provided)
  • a brief history, objectives, organization, and operation of ISCORS (page 1)
  • why formed (page 1)

- Senator John Glenns letters to the NRC, EPA, and OSTP charged NRC and EPA, in coordination with CIRRPC, to develop a path forward to address the inconsistencies, gaps, and overlaps in current radiation protection standards

What are ISCORS objectives (page 1)

  • facilitating a consensus on acceptable levels of radiation risk to the public and workers;
  • promoting consistent risk assessment and risk management approaches in setting and implementing standards for occupational and public protection from ionizing radiation;
  • promoting completeness and coherence of Federal standards for radiation protection; and
  • identifying interagency issues and coordinating their resolution.

The ISCORS meetings and technical work (page 1)

  • pre-decisional intra-governmental discussions, therefore not normally open for observation by members of the public or media. Summary meeting notes are available in NRCs PDR
  • approximately quarterly
  • Subcommittees conduct its technical work (address specific issues of interest)

The ISCORS

  • accomplishments & planned activities for 1999

& 2000 (pages 2-12)

  • membership and Subcommittees (pages 13-18)
  • charter

- purpose, membership, objectives, implementation, participation, decisions, meetings, and subcommittees (pages 21-23)

State Representation on the Interagency Steering Committee on Radiation Standards (ISCORS)

Jill Lipoti (NJ)

Steve Collins (IL)

Observers--Not members

ISCORS Subcommittees

  • Clean-up
  • Mixed Waste
  • Recycle
  • Risk Harmonization
  • Sewage Sludge/Ash
  • NORM
  • Federal Guidance

Clean-up Subcommittee (pages 4,5)

State Representative: Debra McBaugh (WA)

  • evaluating radionuclide concentrations for screening decommissioning sites
  • reviewing NRCs decommissioning regulatory guide
  • posting on the Subcommittee web site a list of models, questions, and a checklist to aid selection of appropriate model to demonstrate compliance

Mixed Waste Subcommittee (pages 5,6)

State Representative: Paul Merges (NY)

  • analyze and share information on:

- EPA's low activity MW initiative

- DOEs Radiological Control TSD-Dose, a newly developed DOE dose assessment computer model for hazardous waste streams

- rulemaking, and EPAs extension of the policy of lower enforcement priority for storage of untreatable MW

  • provide input to CRCPD working groups

Recycle Subcommittee (pages 6,7)

State Representative: Steve Collins (IL)

  • develop normalized dose tables for specific materials as needed
  • reviewing and participating in, as appropriate, NRC rulemaking for recycling of materials
  • monitoring Federal agency actions on clearance and import controls (currently DOS stalled; EPA tabled its recycle rule work and is focussed on interception, DOE issuing guidelines for recycle)

Risk Harmonization Subcommittee (pages 7,8)

State Representative: Jill Lipoti (NJ)

  • resolve differences between NRC and EPA risk assessment and risk management approaches
  • develop institutional control fact sheets and a table to provide an understanding of the use of institutional controls by various agencies (see Appendix B of 1999 Annual Report)
  • provide recommendations on the ELI/John Hopkins Phase II study on evaluating uniform risk standards

Sewage Sludge/Ash Subcommittee State Representative: Jill Lipoti (NJ)

  • final report on the survey design and test site results placed on EPAs home page website
  • publish the Guidance on Radioactive Materials in Sewage Sludge and Ash at POTWs
  • complete dose modeling effort
  • analyze POTW sample analyses results

NORM Subcommittee State Representative: Tom Hill (GA)

  • review reports on NORM regulation (SR-5 revisions to Part N of SSRCR)
  • discuss EPAs report to Congress on response to NASs study of EPAs TENORM guidance
  • comment on EPAs technical report on uranium mining TENORM

Federal Guidance Subcommittee State Representative: Cindy Cardwell (TX)

  • work with EPA to develop an update of Federal Guidance for General Public (I hope this group likes the new HPS position statement on radiation safety standards for the general public.)
  • review Federal Guidance Report No. 13
