The staff has completed its acceptance review of WCAP-18780-P, Advanced Logic System v2 Development Process Topical Report which Westinghouse submitted to the NRC for review on December 21, 2022 (EPID L-2022-TOP-0060). This topical report is presented as an overall lifecycle development process discussing how instrumentation and controls (I&C) activities will be conducted during the platform and application-specific development process of an ALS v2 based system.
The NRC staff determined that sufficient information has been provided by Westinghouse to support commencement of a detailed technical review of the ALS 2 development process topical report. The staff will perform an evaluation of the report to make regulatory findings on the lifecycle development process presented in it.
Regarding the requested evaluation schedule, the staff determined that the requested one-year completion period would be challenging due to a number of factors including the simultaneous review of the platform topical report. The staff also considered the projected its resource availability over the requested evaluation period. As such, based on current projections and our assessment of project priorities, the staff plans to issue a draft safety evaluation by May 3, 2024.
The staff notes that certain areas of the report refer to vendor reports that Westinghouse has not requested the staff to formally evaluate. For example, the detailed verification and validation (V&V) activities are provided in a separate report. The staff may examine these reports referenced in the topical to understand how the overall lifecycle process is being implemented but will not be reviewing those references for approval.
Also, in the following topical areas within the report, the level of detailed information is not sufficient for the staff to confirm the adequacy of the method applied during the development process. The NRC intends to identify those topical areas that do not provide sufficient information for the staff to reach a determination of acceptability within its safety evaluation as Generic Open Items (GOIs). These items will need to be addressed and resolved by the licensee when the topical report is referenced in a plant modification, license application, or design certification request which uses the ALS v2 platform.
Equipment Qualification - The ALS v2 components have not been EQ tested, therefore the NRC staff is unable to evaluate established equipment qualification levels.
Verification and Validation compliance with IEEE 1012 software integrity level (SIL) 4 criteria as endorsed by RG 1.168. Mapping to SIL 4 V&V activities is not included in the docketed topical report.
Classification of Software Development Tools - Classification of the tools will need to be determined on a project specific basis as determined by the results of a tools
evaluation activity.
