SUMMARY

OF FEBRUARY 6, 2023, MEETING WITH UNIVERSITY OF CALIFORNIA - DAVIS (EPID NO.: L-2023-NFA-0000)

On February 6, 2023, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representative of the University of California - Davis (UCD), McClellan Nuclear Research Center (MNRC). The meeting was conducted virtually to discuss the proposed changes to the UCD MNRC technical specifications (TSs). The meeting notice and agenda, dated February 2, 2023, are available in the Agencywide Documents Access and Management System at ML23034A053. A list of meeting attendees is provided as an enclosure to this summary.

During the meeting, the UCD MNRC staff discussed a proposed licensed amendment request (LAR) that would change the current TS limiting conditions for operation for tritium (H-3) concentration in the primary coolant system water. UCD MNRC staff discussed the background for determining the current H-3 concentration limit and the discovery of this limit being exceeded. To support its proposed LAR for a new H-3 concentration limit, UCD MNRC discussed two situations that the new limit could affect the public and the environment: (1) a slow leak out of the reactor tank, and (2) a catastrophic loss of coolant accident.

The NRC staff informed UCD MNRC staff of the license amendment process. UCD MNRC staff stated that it plans to submit its LAR by February 10, 2023, and noted that it cannot operate the reactor until this LAR is approved.
