SUMMARY
OF THE JANUARY 26, 2023, OBSERVATION PUBLIC MEETING WITH THE DEPARTMENT OF ENERGY AND NUSCALE POWER, LLC TO DISCUSS THE CARBON FREE POWER PROJECT PLANS FOR EARLY CONSTRUCTION ACTIVITES AT IDAHO NATIONAL LABORATORY The U.S. Nuclear Regulatory Commission (NRC) staff held an observation public meeting on January 26, 2023, with NuScale Power, LLC (NuScale), Carbon Free Power Project (CFPP),
LLC, and Department of Energy (DOE) to discuss CFPPs plans for early construction activities at Idaho National Laboratory (INL). This public meeting was a continuation of NRC staffs September 13, 2022, public meeting with NuScale and CFPP on the same topic.
This meeting also included a closed portion to allow participants discuss proprietary information.
The nature of proprietary discussions included CFPPs early construction schedule, coordination of roles and responsibilities between DOE and NRC to review CFPP submittals as required by the National Environmental Policy Act, and the scope of planned CFPP preconstruction activities at INL under the terms of the DOE Site Use Permit.
The staff made the presentation slides for the open portion of the meeting available to the public prior to the meeting on NRC public meeting web page and via the Agency-wide Document Access and Management System (ADAMS)1.

The NRC issued the public meeting notice on December 20, 2022 and posted it on the NRC public website.2 Enclosed are the meeting agenda (Enclosure 1), list of participants for the meeting (Enclosure 2), and a summary of the meeting (Enclosure 3).
The DOE and CFPP have reviewed this meeting summary for accuracy and proprietary information.
