W. Jessup Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff held a virtual observation public meeting with representatives from X Energy, LLC (X-energy). The meeting was conducted in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). The main points of discussion during the meeting included:
The subject topical report (TR) will provide the training methodology for the Xe-100 plant staff to demonstrate compliance with the regulations in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.120, Training and qualification of nuclear power plant personnel, and a description of the System Approach to Training (SAT) process.
X-energy is developing a SAT Methodology Procedure Series and is currently in the implementation phase of development. X-energy expects to complete this activity the first quarter of 2023.
X-energy requested the following relative to the review of the TR it plans to submit: (1) a 12-month review schedule, (2) a safety evaluation (SE) of X-energys Training Program Methodology for Xe-100 plant staff, and (3) a draft SE for the Xe-100 Preliminary Safety Analysis Report Chapter 11, Conduct of Operations, Section 11.4.
The NRC staff suggested that X-energy review NUREG-0711, Revision 3 (ML12324A013), Human Factors Engineering Program Review Model, and the associated NRC staff white paper (ML21069A003), as it will benefit X-energy in the development of the TR.
The NRC staff also noted that NUREG-1220, Training Review Criteria and Procedures (ML102571869), which was last revised in the 1990s, will be updated soon. A white paper will also be issued to share guidance with the industry and seek input before finalizing the NUREG revision.
X-energy stated that it expected to submit the TR by the end of October 2022. However, the NRC staff suggested that X-energy delay the TR submittal until X-energy receives the NRC staff feedback regarding a white paper related to the same topic that was submitted to the NRC staff in June 2022. X-energy that it would be beneficial to wait for the NRC staffs feedback on the white paper and then reassess the content of the TR, as needed. This will allow for a more complete TR and possible delays during the review and acceptance of the TR related to supplemental information needs.
