ACCEPTANCE REVIEW OF SOUTHERN NUCLEAR OPERATING COMPANYS REQUEST FOR LICENSE AMENDMENT FOR THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 & 4: TECHNICAL SPECIFICATION 3.8.3, INVERTERS - OPERATING, COMPLETION TIME EXTENSION (LAR 22-002)

Dear Ms. Gayheart:

By letter dated January 3, 2023, (Agencywide Documents Access and Management System Accession No. ML23003A797), the Southern Nuclear Operating Company (SNC) submitted a license amendment request (LAR) for the Vogtle Electric Generating Plant Combined License Numbers NPF-91 and NPF-92, referred to as Units 3 and 4. The requested LAR proposes changes to Technical Specification 3.8.3, Inverters - Operating.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the LAR. The acceptance review is a staff process to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

Consistent with Title 10 of the Code of Federal Regulations (10 CFR) Section 50.90, a LAR must fully describe the changes requested and follow, as closely as applicable, the form prescribed for original applications. Section 52.79 of the 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

C. Gayheart The NRC staff has reviewed your application against the regulatory requirements and has concluded that it provides sufficient technical detail to enable the NRC staff to begin its detailed review and make an independent assessment regarding the acceptability of the proposed changes in terms of regulatory requirements and the protection of public health and safety and the environment.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

SNC has requested staff approval of this LAR within 1 year of acceptance which is January 25, 2024. The staff intends to complete this action by January 25, 2024, unless we agree to a different date at a later time. The staff estimate to support this review based on this limited acceptance review is approximately 550 hours0.00637 days <br />0.153 hours <br />9.093915e-4 weeks <br />2.09275e-4 months <br /> which may change as the review proceeds.
