VOGTLE ELECTRIC GENERATING PLANT, UNIT 3 ISSUANCE OF AMENDMENT REGARDING LICENSE AMENDMENT REQUEST: TECHNICAL SPECIFICATION OPERABILITY REQUIREMENTS FOR AUTOMATIC DEPRESSURIZATION SYSTEM STAGE 4 (EMERGENCY CIRCUMSTANCES)

Dear Mr. Whitley:

The U.S. Nuclear Regulatory Commission (the Commission or NRC) has issued the enclosed Amendment No. 189 to Combined License (COL) No. NPF-91 for the Vogtle Electric Generating Plant (VEGP), Unit 3. The amendment consists of changes to COL, Appendix A, Technical Specifications (TS) in response to your application dated January 12, 2023, titled, Emergency License Amendment Request: Technical Specification (TS) Limiting Conditions for Operation (LCO) 3.4.11, 3.4.12, and 3.4.13 Operability Requirements for Automatic Depressurization System (ADS) Stage 4 Flow Paths Prior to Initial Criticality, designated as License Amendment Request (LAR) 23002.

The amendment involves changes to VEGP, Unit 3, COL Appendix A, TS. Specifically, the amendment involves changes necessary to facilitate rework of two piping supports located on the B and D ADS stage 4 lines that discharge to the No. 2 steam generator compartment to address elevated line vibration.

A copy of the related Safety Evaluation, which includes the evaluation of the changes, is also enclosed. The Safety Evaluation describes the emergency circumstances under which the amendment is issued and the final no significant hazards determination. A Notice of Issuance addressing the final no significant hazards determination and opportunity for a hearing associated with the amendment will be published in the Federal Register.

In accordance with Title 10 of the Code of Federal Regulations, Part 2, Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection January 13, 2023
