Dear Dir. Warden:
Enclosed is an application (XW027) dated October 12, 2022, received by the U.S. Nuclear Regulatory Commission from Perma-Fix Northwest Richland, Inc., requesting Amendment No. 02 to license XW027/01 for the export of radioactive waste containing carbon-14, hydrogen-3, cesium-137, cobalt-60, nickle-63, radium-226 and strontium-90 in the form of residual ash and residual metal or non-combustible material, to be stored and disposed of, in Braunschweig, Germany.
The purpose of the amendment is to: 1) increase the quantity of radioactive waste to be exported from 60,000 kilograms (kg) to 800,000 kg.; 2) increase the activity of all shipments from 0.05 terabecquerels (TBq) to 8.5 TBq.; and 3) change the radioactive waste description to remove Iron-55 and add Cesium-137. Residual waste will be returned to the generator of the material.
Before taking action on this application, we request your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested application meet the applicable criteria in the Atomic Energy Act of 1954, as amended.
