OF THE SEPTEMBER 9, 2022, PUBLIC MEETING TO DISCUSS THE UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGNS WHITE PAPER ON THE PROPOSED CONTENTS OF THE PRELIMINARY SAFETY ANALYSIS REPORT USING NUREG-1537, GUIDELINES FOR PREPARING AND REVIEWING APPLICATIONS FOR THE LICENSING OF NON-POWER REACTORS On September 9, 2022, (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML22251A122) the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting to discuss the University of Illinois at Urbana-Champaigns (UIUC) white paper (ML22220A253) titled, Proposed Contents of PSAR using NUREG-1537 Guidance for the Micro Modular Reactor (MMR). Specifically, the NRC and the UIUC staff discussed UIUC's requests for feedback stated in its cover letter (ML22220A254) for the white paper. UIUC discussed certain portions of the white paper (ML22220A253) to provide additional clarity pertaining to the feedback being sought.
After the business portion of the meeting, members of the public asked whether the NRC would be able to approve a construction permit and/or operating license for the UIUC proposed reactor given Illinois States moratorium on new nuclear power plant construction. M. Wentzel reviewed by the NRC staff in accordance with the Atomic Anergy Act of 1954, as amended, and the NRCs applicable regulations. Any State laws and requirements associated with the proposed construction of the facility would be handled separately between UIUC and the State of Illinois.
