OF OCTOBER 25, 2022, PUBLIC MEETING TO DISCUSS IDAHO STATE UNIVERSITYS POTENTIAL LICENSE AMENDMENT REQUEST REGARDING THE SAFETY CHANNELS
- 2 AND #3 SETPOINTS THAT RELATE TO THE REACTOR'S LOW POWER SCRAMS On October 25, 2022, (Agencywide Documents Access and Management System Accession No. ML22277A319), the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting with Idaho State University (ISU) staff to discuss ISU's potential license amendment request (LAR) regarding the safety channels #2 and #3 setpoints that relate to the reactor's low power scrams. The ISUs presentation (ML23009B720), explained why ISU is seeking this license amendment, what is to be changed, and the safety impact of the potential changes on the reactor safe operations. A list of attendees is provided as an enclosure to this memorandum.
During the meeting, NRC and ISU staff had a thorough discussion on the topics ISU presented.
The discussion was mainly focused on the safety aspects of the potential changes and the NRC regulatory process in reviewing a LAR. The NRC staff also suggested basic regulations and guidance documents that will assist ISU in preparing the LAR. There were no public members present in the meeting.
