ISSUANCE OF THE PRE-APPLICATION AUDIT
SUMMARY
REPORT FOR THE CLINCH RIVER NUCLEAR SITE By letter dated February 23, 2022 (ML22055A738), Tennessee Valley Authority (TVA) submitted a request to engage NRC in pre-application interactions in support of development of a construction permit (CP) application for a light-water small modular reactor at TVAs Clinch River Nuclear (CRN) site near Oak Ridge, TN. As the prospective applicant for the CP, TVA began regulatory engagement on the CP application during April 2022.
As part of the pre-application interactions, the staff held an audit November 9, 2022. As stated in the audit plan (ML22285A027), the purpose of the audit was to improve understanding of information for the Clinch River Nuclear (CRN) Site to support the preparation of the applicants environmental report (ER) and NRCs environmental impact statement (EIS). Enclosed is a summary of the pre-application audit.
After reviewing annotated outlines of TVAs ER, the staff requested that TVA provide an overview of the Programmatic Environmental Impact Statement developed for the CRN site, an overview of the technology selected, potential use of a bounding value approach for ER development, and a discussion of information used to develop the ER outlines.

In the course of discussion of these topics, follow up and additional topics for future discussion were noted at the end of the audit.
The enclosed audit summary report presents the scope of the audit, the audit team members and applicant staff participants, a description of audit activities, a summary of the issues discussed, and the future topics for discussion. To date, the staff have not identified any additional topics for discussion with TVA during the pre-application.
