NUSCALE TOPICAL REPORT-107522, REVISION 1, APPLICABILITY RANGE EXTENSION OF NSP4 CRITICAL HEAT FLUX CORRELATION REVIEW SCHEDULE LETTER UPDATE
Dear Ms. Fosaaen:
By letter dated November 5, 2021, NuScale Power, LLC submitted Topical Report (TR)-107522, Revision 0, Applicability Range Extension of NSP4 Critical Heat Flux Correlation: Supplement 1 to TR-0116-21012-P-A, Revision 1, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21309A753 - Package). Additional supplemental data tables were sent by letter dated January 14, 2022 (ML22014A248), which will be included as Appendix A to the referenced TR. By letter dated October 27, 2022 (ML22300A244 and ML22300A243),
NuScale submitted TR-107522, Revision 1, to the NRC which updated the TR text to include the latest information.
On November 9, 2022, during a noticed closed meeting (ML22306A232), NRC staff and NuScale discussed the critical heat flux (CHF) TR. During that meeting, the staff proposed that conditions and limitations (i.e., a penalty) be imposed on the draft safety evaluation report (SER). On November 15, 2022, NuScale sent a follow-up communication as a result of the meeting via an email (ML22326A016) requesting the NRC staff prepare and execute a limited scope, four-week audit starting on December 12, 2022. NuScale believes that additional discussions via this audit for the CHF TR SER could preclude the need for the penalty currently imposed in the writeup. NRC staff subsequently agreed to the audit and is in the process of developing the needed audit documentation.
NRC staff has developed a revised schedule for the CHF TR SER since a limited scope audit is needed to address the request provided by NuScale causing the current commitment of December 7, 2022, to be exceeded, (ML22258A061). This new schedule will ensure the staff is able to provide NuScale with the SER by March 13, 2023, with no open items for proprietary material review. This extension is critical for the successful review of the additional technical aspects provided by NuScale and will require an additional 150 staff-hours to complete including project manager time.
